In the sphere of weapons of mass destruction, especially nuclear weapons, we note with satisfaction the decision of the Conference on Disarmament to establish an Ad Hoc Committee to negotiate a fissile material cut-off treaty for military usage.

Our delegation agrees with several elements of the draft resolution, including the call for the Conference on Disarmament to establish an ad hoc committee on nuclear disarmament and the need to conclude a legally binding instrument on negative security assurances and to take into account the security interests of all States during negotiations on disarmament treaties.

I have the honor to transmit in the annex the text of a press statement by the Austrian Foreign Minister Wolfgang Schüssel in his capacity as President of the Council of the European Union on the decision of the Conference on Disarmament to establish an ad hoc committee to negotiate a treaty banning the production of fissile material used in nuclear weapons, issued in Vienna on 11 August 1998.

Welcomes the decision of the Conference on Disarmament to establish an informal working group with a mandate to produce a programme of work robust in substance and progressive over time in implementation, appreciates the efforts that led to its submission and adoption, and takes note of the provisions of that decision;
