Populations should be informed about the right of self-determination and told that they can exercise this right only through " legitimate action " and that they are not authorized to take any action, not even a civil action, which would dismember or impair the territorial integrity or political unity of States whose Governments represent the whole people, without discrimination.

٢٦ - السيد أردا )تركيا(: قال إن الحق في تقرير المصير يجب ألا يُفهم على أنه إذن أو تشجيع للقيام بأي عمل يقوض أو يضعف كليا أو جزئيا السلامة اﻹقليمية أو الوحدة السياسية للدول المستقلة ذات السيادة التي تحكمها حكومات منتخبة بشكل ديمقراطي وبرلمانات تمثل الشعب بأكمله.

The 1970 Declaration on Principles of International Law Concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations retained its validity; the exercise of the right to self-determination should not impair the territorial integrity or political unity of sovereign and independent States, possessed of a government representing the whole people belonging to the territory without distinction.

The Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States, adopted by the General Assembly in 1970 in its resolution 2625 (XXV), stated that the right to self-determination should not be construed as authorizing or encouraging any action which would dismember or impair the territorial integrity or political unity of sovereign and independent States.

21. The Vienna Declaration and Programme of Action acknowledged the right of peoples to self-determination, but also stated clearly that the right to take any legitimate action to realize that right “should not be construed as authorizing or encouraging any action which would dismember or impair, totally or in part, the territorial integrity or political unity of sovereign and independent States”.
٢١ - ومضى يقول إن إعلان وبرنامج عمل فيينا يعترفان بحق الشعوب في تقرير المصير، غير أنهما ينصان بوضوح أيضا على أن الحق في اتخاذ أي إجراء مشروع ﻹعمال ذلك الحق " يجب عدم تفسيره بأنه يرخص أو يشجع أي عمل من شأنه أن يمزق أو أن يمس، كليا أو جزئيا، السلامة اﻹقليمية أو الوحدة السياسية للدول ذات السيادة والمستقلة " .
