115. The Special Rapporteur encourages the Burundian authorities to take steps to enhance the efficiency of the Government Commission on Human Rights and to envisage the establishment, within a reasonable time, of a national human rights commission.

The Special Rapporteur strongly encourages the Burundian authorities to undertake independent investigations into all allegations of violations of human rights committed during the process of regroupement, in particular into cases brought to light to date by the United Nations human rights observers.

8. Urges the Burundian authorities to take vigorous steps to ensure that the Burundian army scrupulously discharges its mandate of safeguarding the security of all, even when it is faced with armed groups that do not themselves observe the rules of international humanitarian law;

The independent expert would like to encourage the Burundian authorities to press ahead with the establishment of the institutions provided for by the Arusha Agreement, especially those relating to human rights, and in particular the establishment of an independent national human rights institution.
73- ويود الخبير المستقل أن يشجع السلطات البوروندية على المضي قدماً في إنشاء المؤسسات المنصوص عليها في اتفاق أروشا، وخاصة تلك المتعلقة بحقوق الإنسان، ولا سيما إنشاء مؤسسة وطنية مستقلة لحقوق الإنسان.

Third, to help alleviate poverty, it is recommended that the Council proactively urge donor countries to disburse the much-needed financial aid and extend technical assistance to Burundians, as far as Burundi's capacity to absorb this assistance permits, and to work with the Burundian authorities to expand this capacity.
ثالثا، فيما يتعلق بالمساعدة في تخفيف حدة الفقر توصي البعثة بأن يبادر المجلس من لدنّه إلى حَثِّ البلدان المانحة على تقديم المساعدة المالية والفنية التي تشتد الحاجة إليها لبوروندي بقدر ما تسمح طاقتها على استيعاب تلك المساعدة وأن تعمل مع السلطات البوروندية على توسيع هذه الطاقة.

37. Encourage the Burundian authorities to continue to work with the Special Representative of the Secretary-General with a view to establishing a mechanism for ending impunity and promoting reconciliation.
37 - تشجيع السلطات البوروندية على مواصلة العمل مع الممثل الخاص للأمين العام من أجل إنشاء آلية لإنهاء الإفلات من العقاب وتشجيع المصالحة.

In this regard, I welcome the initiative of the Ombudsman to bring together youth from different political parties to discuss their role in consolidating peace and fostering tolerance in a challenging environment. I encourage the Burundian authorities to continue undertaking such commendable initiatives.
وإنني أرحب في هذا الصدد بمبادرة أمين المظالم المتمثلة في جمع الشباب من مختلف الأحزاب السياسية لمناقشة دورهم في توطيد دعائم السلام وتعزيز التسامح في بيئة مليئة بالتحديات وإنني أُشجع السلطات البوروندية على مواصلة اتخاذ مثل هذه المبادرات الجديرة بالثناء.

57. The independent expert encourages the Burundian authorities to press ahead with the reforms provided for by the Arusha Agreement, especially those relating to human rights and the reform of the armed forces, and in particular to envisage the establishment, within a reasonable time, of a national human rights commission.
57 - يحث الخبير المستقل السلطات البوروندية على التعجيل في تنفيذ الإصلاحات التي نص عليها اتفاق أروشا، لا سيما ما يتصل منها بحقوق الإنسان وإصلاح القوات المسلحة، وبشكل خاص، على التفكير في إنشاء لجنة وطنية معنية بحقوق الإنسان في غضون فترة زمنية معقولة.

92. While the Group received good cooperation from Burundian aviation authorities on several of its ongoing investigations, it would like to press the Burundian authorities to expedite the inquiry into the dual use of the matriculation number 9U-BHR.
