In a letter of 25 November 2009, the Association had expressed particular concern at the treatment of Ms. Haidar, Chairwoman of the Collective of Sahrawi Human Rights Defenders, who had been arrested by Moroccan authorities in November 2009 and prohibited from returning to Western Sahara, and had only been able to return home following a hunger strike and the intervention of the international community.

While the Moroccan authorities in the occupied Western Sahara violated the human rights of indigenous Saharawis, the Saharawi refugees in Algeria were also suffering as a result of the efforts of the Moroccan regime to convince international humanitarian organizations to deny them aid.
وبينما تنتهك السلطات المغربية في الصحراء الغربية المحتلة حقوق الإنسان للصحراويين الأصليين، فإن اللاجئين الصحراويين في الجزائر يعانون أيضاً نتيجة لمحاولات النظام المغربي إقناع المنظمات الإنسانية الدولية بحرمانهم من المعونة.

The obstacles placed by the Moroccan authorities in the way of a settlement by the United Nations were a violation of international law and a desperate stratagem to deny freedom and democracy to the Sahrawi people, as could be seen by any visitor to the occupied Territory.

In this connection, UNHCR wrote to the Moroccan authorities on 11 January that it is ready to discuss the protocol once this working group is established by the authorities in Rabat. Meanwhile, on 12 January, the Frente POLISARIO and the Government of Algeria submitted to the Secretariat their respective proposals for amendments to that draft protocol.
