I wish to place on record my personal appreciation and that of the United Nations for the outstanding contribution that Mr. Roucounas has made to the implementation of the Settlement Plan, in particular on issues related to the release of Saharan political prisoners and detainees.
وأود أن أسجل تقديري الشخصي وتقدير اﻷمم المتحدة لﻹسهام المرموق من جانب السيد روكوناس في تنفيذ خطة التسوية، وخاصة فيما يتعلق بالمسائل المتصلة بإطلاق سراح السجناء والمعتقلين السياسيين الصحراويين.

وطُلب من الطرفين القيام، كتعبير منهما على حُسن النية، بالتعاون فيما يتصل باﻹفراج عن السجناء السياسيين الصحراويين وتبادل أسرى الحرب على أسس إنسانية في أقرب وقت ممكن.

Moroccan prisons were full of Sahrawi political prisoners, and many of them were still awaiting trial before military courts, a situation which revealed the true nature of Morocco's colonial presence in the Territory.
وأضاف قائلاً إن السجون المغربية مليئة بالسجناء السياسيين الصحراويين ولا يزال الكثير منهم في انتظار المحاكمة أمام محاكم عسكرية وهو وضع يكشف الطبيعة الحقيقية للوجود الاستعماري للمغرب في المنطقة.

Humanitarian law provided for the right of humanitarian organizations to assist victims of armed conflict as well as the right of victims to request and receive assistance; however, such organizations did not have access to Saharawi political prisoners, who were detained in overcrowded conditions without medical assistance.
فالقانون الإنساني ينص على حق المنظمات الإنسانية في مساعدة ضحايا النزاع المسلح وكذلك حق الضحايا في طلب وتلقي المساعدة؛ غير أن هذه المنظمات لا تستطيع الوصول إلى السجناء السياسيين الصحراويين الذين احتُجزوا في ظروف مكتظة دون مساعدة طبية.

It also called upon them to cooperate with the United Nations in the release of Saharan political prisoners and the exchange of prisoners of war on humanitarian grounds, as soon as possible, to accelerate implementation of the plan in its entirety.
كما طلب اليهمــا التعــاون مع اﻷمم المتحدة في اﻹفراج عن السجناء السياسيين الصحراويين وتبادل أسرى الحرب ﻷسباب إنسانية، في أسرع وقت ممكن، وتسريع تنفيذ الخطــة بكاملهــا.

His delegation commended the release of former Moroccan prisoners by the Frente POLISARIO, and believed that the demand of the Frente POLISARIO for the release of Saharan political prisoners was an issue meriting particular attention.
وأضاف أن وفد بلده يثني على إفراج جبهة بوليساريو عن السجناء المغاربة السابقين، وأعرب عن اعتقاده أن طلب جبهة بوليساريو الإفراج عن المسجونين السياسيين الصحراويين مسألة تستحق الاهتمام الخاص.

The Secretary-General was also hopeful that through a continuing political presence some humanitarian issues, such as the release of Saharan political prisoners and the exchange of prisoners of war, could be resolved without waiting for other aspects of the settlement plan to be implemented.
وأعرب اﻷمين العام عن أمله أيضا في أن يؤدي استمرار الوجود السياسي إلى حل بعض المسائل اﻹنسانية، مثل مسألة اﻹفراج عن السجناء السياسيين الصحراويين وتبادل أسرى الحرب، دون انتظار لتنفيذ الجوانب اﻷخرى للخطة.

37. I am also hopeful that through a continuing political presence some humanitarian issues, such as the release of Saharan political prisoners and the exchange of prisoners of war, could be resolved without waiting for other aspects of the plan to be implemented.
٣٧ - ولدي أمل أيضا في أن يؤدي استمرار الوجود السياسي الى حل بعض القضايا اﻹنسانية، من قبيل قضية الافراج عن السجناء السياسيين الصحراويين وتبادل أسرى الحرب، دون انتظار لتنفيذ الجوانب اﻷخرى للخطة.

It also supported my proposal to maintain a political office to continue the dialogue with the parties and the neighbouring countries, Algeria and Mauritania, and called upon the parties, as a demonstration of good will, to cooperate in the release of Saharan political prisoners and the exchange of prisoners of war on humanitarian grounds, as soon as possible.
وأيد المجلس أيضا اقتراحي بالاحتفاظ بمكتب سياسي لمواصلة الحوار بين الطرفين والبلدين المجاورين، الجزائر وموريتانيا، وطلب من الطرفين، كتعبير عن حُسن النية، التعاون في اﻹفراج عن السجناء السياسيين الصحراويين وتبادل أسرى الحرب على أسس إنسانية في أقرب وقت ممكن.

A third round of direct talks was held in Lisbon on 29 August, during which the parties reached further agreement on issues related to the confinement of troops from the two sides and to the release of prisoners-of-war and of Saharan political detainees.
وعقدت جولة ثالثة من المحادثات المباشرة في لشبونه في ٢٩ آب/أغسطس، وتوصل الطرفان خلالها إلى اتفاق آخر بشأن المسائل المتصلة بعدم تحريك القوات من أي من الطرفين وإطلاق سراح أسرى الحرب والمحتجزين السياسيين الصحراويين.

9. At the end of the second round, the parties agreed to hold a third round of direct talks at Lisbon, on 29 and 30 August, during which they would continue their discussions on troop confinement and would also discuss issues related to the release of prisoners of war and of Saharan political detainees.
٩ - وفي نهاية الجولة الثانية، وافق الطرفان على عقد جولة ثالثة من المحادثات المباشرة في لشبونة في ٢٩ و ٣٠ آب/أغسطس يواصلان خلالها مناقشاتهما بشأن إبقاء القوات داخل معسكراتها، كما يناقشان المسائل المتصلة بإطلاق سراح أسرى الحرب والمحتجزين السياسيين الصحراويين.

It called on the Secretary-General to intervene urgently to end the serious human rights violations perpetrated by the Moroccan authorities against the defenceless Sahrawi population and to put an end to the show trials that unjustly sentenced Sahrawi political prisoners.
وطالبت منظمته الأمين العام بالتدخل الفوري من أجل وضع حد لانتهاكات حقوق الإنسان التي تقترفها السلطات المغربية ضد السكان الصحراويين العزُّل ووضع حد للمحاكمات الهزلية التي تصدر أحكاماً ظالمة على السجناء السياسيين الصحراويين.

24. The peace-loving peoples of the world must mobilize to apply pressure on the Moroccan authorities to comply with international law and immediately release the Sahrawi political prisoners it was arbitrarily detaining without due process.
24 - ويجب أن تحتشد شعوب العالم المحبة للسلام كي تمارس الضغط على السلطات المغربية لتمتثل للقانون الدولي وتطلق على الفور سراح السجناء السياسيين الصحراويين الذين تحتجزهم بصورة متعسفة دون اتباع الإجراءات القانونية الواجبة.

Morocco must release all the Sahrawi political prisoners in its custody, clarify the situation of the many hundreds of missing Saharans, and destroy the " wall of shame " that had been segregating the Sahrawi people for more than 30 years.
وطالب المغرب بوجوب الإفراج عن جميع السجناء السياسيين الصحراويين الموجودين رهن التحفظ لديه، والإفصاح عن الوضع بالنسبة للمئات الآخرين من الصحراويين المختفين، وأن يقوم بتدمير " حائط العار " الذي لا يزال يفصل بين أبناء الشعب الصحراوي لأكثر من ثلاثين عاماً.

In addition, the parties reaffirmed their commitment to the provisions of the settlement plan for the return of refugees and the release of prisoners of war and Saharan political detainees.
وبالإضافة إلى ذلك أكد الطرفان التزامهما بأحكام خطة التسوية الخاصة بعودة اللاجئين، والإفراج عن أسرى الحرب والمعتقلين السياسيين الصحراويين.
