٤٨ - وأضافت قائلة إنه من المطمئن اتخاذ مؤتمر القمة العالمي المعقود بمناسبة الذكرى السنوية الخمسين لقيام اﻷمم المتحدة، موقفا واضحا في هذا الصدد عندما ذكر في إعلانه الختامي أن الدول اﻷعضاء في اﻷمم المتحدة ستواصل إعادة تأكيد حق جميع الشعوب في تقرير المصير آخذة في الاعتبار الحالة الخاصة للشعوب التي تخضع للسيطرة الاستعمارية أو لغيرها من أشكال السيطرة اﻷجنبية أو الاحتلال اﻷجنبي.

ففي الواقع تنص الفقرة ٢ من الفرع اﻷول من إعلان فيينا على أن المؤتمر " إذ يأخذ في اعتباره الحالة الخاصة للشعوب الخاضعة للسيطرة الاستعمارية أو غير ذلك من أشكال السيطرة اﻷجنبية أو الاحتلال اﻷجنبي ... " .
