In March 1999, the Government of the United Kingdom issued a White Paper on the relationship between the United Kingdom and its Overseas Territories, entitled “Partnership for Progress and Prosperity: Britain and the Overseas Territories”. The paper is contained in the annex to document A/AC.109/1999/1; key recommendations are set out in paragraph 38 below.

An important stage in that process was the adoption in 1999 of the document titled " Partnership for Progress and Prosperity between the United Kingdom and its Overseas Territories " .
