23. It is therefore essential to encourage all Habitat Agenda partners to participate fully in the preparatory process of the special session and at the special session itself.

At the same session, the General Assembly, in paragraph 7 of its resolution 56/205, encouraged local authorities and other Habitat Agenda partners to participate, as appropriate, in the World Urban Forum in its role as an advisory body to the Executive Director of UN-Habitat.

This will result in the expansion of UN-Habitat collaboration with Habitat Agenda partners at all levels.

Also urges all Habitat Agenda partners to participate actively in and support the 2006 Dubai International Conference on the Transfer of Best Practices for the Attainment of the Millennium Development Goals and the Medellín International Conference on Best Practice Transfers;

(a) Increased capacity of local and national governments and other Habitat Agenda partners to implement urban legislation in the areas of urban extension, densification, urban planning and finance
(أ) زيادة قدرة الحكومات المحلية والوطنية وغيرها من الشركاء في جدول أعمال الموئل على تنفيذ التشريعات الحضرية في مجالات التوسع الحضري وزيادة الكثافة في المناطق الحضرية والتخطيط والتمويل الحضريين

(b) Increased capacity of partner local and national governments and other Habitat Agenda partners to implement programmes that improve security of tenure for all, including for vulnerable groups, women, youth and indigenous people
(ب) زيادة قدرة الحكومات المحلية والوطنية الشريكة وغيرها من الشركاء في جدول أعمال الموئل على تنفيذ برامج لتحسين أمن حيازة الأراضي لفائدة الجميع، بمن فيهم المنتمون إلى الفئات الضعيفة والنساء والشباب وأبناء الشعوب الأصلية

(c) Increased capacity of partner local and national governments and other Habitat Agenda partners to develop and adopt or adapt policies, plans and strategies that strengthen decentralized governance and inclusive urban management and safety
(ج) زيادة قدرة الحكومات المحلية والوطنية الشريكة وغيرها من الشركاء في جدول أعمال الموئل على وضع واعتماد سياسات وخطط واستراتيجيات تعزز الحوكمة اللامركزية والإدارة والسلامة الحضريتين الشاملتين للجميع، أو على تكييف سياسات وخطط واستراتيجيات من هذا القبيل

Encourages Member States as well as Habitat Agenda partners to provide support for the preparation of the UN-Habitat flagship reports, the Global Report on Human Settlements and the State of the World's Cities report, on a biennial basis so as to raise awareness of human settlements and to provide information on urban conditions and trends around the world;
11 - تشجع الدول الأعضاء وكذلك الشركاء في جدول أعمال الموئل على توفير الدعم لإعداد تقريري موئل الأمم المتحدة الرئيسيين، التقرير العالمي عن المستوطنات البشرية والتقرير عن حالة المدن في العالم على أساس مرة كل سنتين لزيادة الوعي بموضوع المستوطنات البشرية وتوفير معلومات عن الأحوال والاتجاهات الحضرية في جميع أرجاء العالم؛

The global, regional and national consultations on the development agenda beyond 2015 and the preparatory process for Habitat III present an opportunity to mobilize and strengthen the engagement of Habitat Agenda partners at all levels.
وتتيح المشاورات العالمية والإقليمية والوطنية بشأن خطة التنمية لما بعد عام 2015، والعملية التحضيرية للموئل الثالث، فرصة لتعبئة وتعزز جهود الشركاء في جدول أعمال الموئل على جميع المستويات.
