وإذ تدرك أن الإعلان العالمي لحقوق الإنسان ينص على أن إرادة الشعب هي أساس سلطة الحكومة ولذلك تشعر بالقلق الشديد لأن حكومة ميانمار لم تقم حتى الآن بتنفيذ التزاماتها باتخاذ جميع الخطوات اللازمة نحو تحقيق الديمقراطية على ضوء النتائج التي أسفرت عنها الانتخابات التي جرت في عام 1990،

9. Reaffirms that the will of the people shall be the basis of the authority of government and that this shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures;
9- تؤكد من جديد أن إرادة الشعب هي أساس سلطة الحكومة ويعبر عنها في انتخابات دورية وحقيقية تجري بالاقتراع العام على قدم المساواة ويكون الاقتراع سرياً أو بإجراءات تصويت حرّ مكافئ له؛

35- وينص الإعلان العالمي لحقوق الإنسان على الحق في المشاركة السياسية: فقد جاء فيه أن " لكل شخص حق المشاركة في إدارة الشؤون العامة لبلده، إما مباشرة أو بواسطة ممثلين يُختارون بحرية " ، وأن " إرادة الشعب هي أساس سلطة الحكم " .
