1. 1- ينبغي أن تكفل الدول الأطراف التصدي لجميع أشكال ومظاهر العنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب، التي تستهدف الشعوب الواقعة تحت الاحتلال الأجنبي أو السيطرة الاستعمارية أو الأجنبية والخاضعة لولايات القوى المحتلة أو المسيطرة، ومكافحتها طبقا للقانون الدولي لحقوق الإنسان والقانون الإنساني الدولي بغية توفير الحماية الفعالة ومنع حدوث أفعال من هذا القبيل في المستقبل؛

31 - أكد الرؤساء من جديد وأبرزوا صحة المواقف المبدئية للحركة فيما يتعلق بحق الشعوب الواقعة تحت الاحتلال الأجنبي والسيطرة الاستعمارية أو الأجنبية في تقرير المصير وأهمية هذه المواقف، وذلك على النحو التالي:

The convention must establish a definition of terrorism, which should not be linked with any particular religion, race or culture, and must address its root causes, including the unlawful use of force, the denial of the right to self-determination of peoples under foreign occupation, and marginalization and the absence of social, political and economic justice.
وأكد على ضرورة أن تضع الاتفاقية تعريفا للإرهاب ألا يتم ربطه بأي دين أو عرق أو ثقافة، وأن تُعالج أسبابه الجذرية، بما في ذلك الاستخدام غير المشروع للقوة، وحرمان الشعوب الواقعة تحت الاحتلال الأجنبي من حقها في تقرير المصير، والتهميش وانعدام العدالة الاجتماعية والسياسية والاقتصادية.

29 - أكد الوزراء من جديد وأبرزوا صحة المواقف المبدئية للحركة فيما يتعلق بحق الشعوب الواقعة تحت الاحتلال الأجنبي والسيطرة الاستعمارية أو الأجنبية في تقرير المصير وأهمية هذه المواقف، وذلك على النحو التالي:

2. Inclusion of the principle of the inalienable right of all peoples under foreign occupation to self-determination, the right to territorial integrity and the political independence of States and the rejection of foreign occupation, and the inadmissibility of the occupation of the lands of others as practised by Israel in the Arab territories, including the occupied Palestinian territory.
2 - إدراج مبدأ الحق غير القابل للتصرف لجميع الشعوب الواقعة تحت الاحتلال الأجنبي في تقرير المصير، وحق الدول في السلامة الإقليمية والاستقلال السياسي ورفض الاحتلال الأجنبي، وعدم جواز احتلال أراضي الغير على النحو الذي تمارسه إسرائيل في الأراضي العربية، بما فيها الأرض الفلسطينية المحتلة.

40. While the concept of self—determination applies essentially to people under foreign occupation or alien domination, individuals have a continuing right to freely determine their political status and pursue their economic, social and cultural development.
٤٠- وفي حين أن مفهوم تقرير المصير ينطبق أساساً على الشعوب الواقعة تحت الاحتلال اﻷجنبي أو السيطرة اﻷجنبية، فان اﻷفراد لهم حق دائم في العمل بحرية على تقرير وضعهم السياسي والسعي إلى تحقيق تنميتهم الاقتصادية والاجتماعية والثقافية.

2. States parties should criminalize acts and crimes where racism, racial discrimination, xenophobia and related intolerance are aggravating motives, targeting people living under foreign occupation, colonial or alien domination, and take all measures to prosecute individuals or groups who commit these crimes including those agents affiliated, directly or indirectly, with States.
2- ينبغي أن تجرم الدول الأطراف الأفعال والجرائم التي تكون فيها العنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب دوافع مشددة، والتي تستهدف الشعوب الواقعة تحت الاحتلال الأجنبي أو السيطرة الاستعمارية أو الأجنبية، وأن تتخذ جميع التدابير اللازمة لمقاضاة مرتكبي هذه الجرائم من الأفراد والجماعات، بمن في ذلك العناصر المرتبطة، على نحو مباشر أو غير مباشر، بالدول.
