وينبغي أن تقدم الدولة الطرف بيانات إحصائية مفصلة ومصنفة بحسب الجريمة والأصل الإثني ني والعمر والجنس، عن الشكاوى المتعلقة بالتعذيب وإساءة المعاملة التي يُدعى أن مرتكبيها من الموظفين المكلفين بإنفاذ القوانين، وعمّا يتصل بها من تحقيقات ومحاكمات وعقوبات جزائية أو تأديبية.

The State party should also provide the Committee with data on the number of officials subjected to disciplinary measures for failure to adequately investigate complaints of torture or ill-treatment and for refusal to cooperate in investigating any such complaint.

11. The Committee expresses its concern at the high number of complaints of torture and ill-treatment by law enforcement, security, intelligence and prison officials, the limited number of investigations carried out by the State party in such cases, and the very limited number of convictions in those cases which are investigated.
11- يساور اللجنة القلق من ارتفاع عدد الشكاوى المتعلقة بالتعذيب وإساءة المعاملة على يد المكلفين بإنفاذ القانون وموظفي الأمن والمخابرات والسجون، ومن صغر عدد الإدانات الصادرة في الحالات التي جرى التحقيق فيها.

(10) The Committee is concerned by the failure to initiate and conduct prompt, impartial and effective investigations into complaints of torture and illtreatment, in particular due to the problems posed by the dual nature and responsibilities of the General Prosecutor's office, (a) for prosecution and (b) for oversight of the proper conduct of investigations.
(10) تعرب اللجنة عن قلقها بسبب عدم فتح وإجراء تحقيقات فورية ونزيهة وفعالة في الشكاوى المتعلقة بالتعذيب وإساءة المعاملة، ولا سيما بسبب المشاكل الناجمة عن الطبيعة المزدوجة لمكتب المدعي العام ومسؤولياته فيما يتعلق بما يلي: (أ) المحاكمات (ب) والإشراف على إجراء التحقيقات كما ينبغي.
