23. Under article 19 of the Covenant, the enjoyment of the right to freedom of expression may, generally speaking, be subject to certain restrictions, if such restrictions are necessary, either for respect of the rights or reputations of others, or for the protection of national security or of public order, or of public health or morals.
23- ويجوز، عموماً، أن يكون التمتع بالحق في حرية التعبير، بموجب المادة 19 من العهد، خاضعاً لبعض القيود، إذا كانت هذه القيود ضرورية، إما لاحترام حقوق الآخرين أو سمعتهم، أو لحماية الأمن القومي أو النظام العام أو الصحة العامة أو الأخلاق العامة.

3.1 The author claims that her father was convicted illegally for travelling abroad on business, which did not constitute a threat to national security, public order, public health or morals or the rights and freedoms of others, in violation of his rights under article 12, paragraphs 2 and 3 of the Covenant.

It notes that article 19, paragraph 3, allows restrictions on the freedom of expression, including the freedom to impart information and ideas, only to the extent that they are provided by law and only if they are necessary (a) for respect of the rights and reputation of others; or (b) for the protection of national security or public order (ordre public), or of public health or morals.
وتلاحظ أن الفقرة 3 من المادة 19 لا تجيز القيود على حرية التعبير، بما فيها حرية نقل المعلومات والأفكار، إلا إذا نص عليها القانون وكانت ضرورية (أ) لاحترام حقوق الآخرين وسمعتهم؛ أو (ب) لحماية الأمن القومي أو النظام العام أو الصحة العامة أو الأخلاق العامة.

8.4 The second issue is, therefore, whether in the present case such restrictions are justified under article 19, paragraph 3, of the Covenant, i.e. are provided by law and necessary: (a) for respect of the rights or reputations of others; and (b) for the protection of national security or of public order (ordre public), or of public health or morals.
