37. Pursuant to its resolution 13/24, the Council will hold a panel discussion on the issue of protection of journalists in armed conflict.

27. In its resolution 13/24, the Council requested OHCHR to prepare a report on the outcome of the panel discussion on the protection of journalists in situations of armed conflict held during the fourteenth session of the Council.
27- طلب المجلس في قراره 13/24 إلى المفوضية السامية إعداد تقرير عن نتائج حلقة النقاش بشأن حماية الصحفيين في حالات النزاع المسلح التي عُقدت خلال الدورة الرابعة عشرة للمجلس.

Section III will examine the trend of violence against journalists in all situations and the obligation of States to protect journalists under international human rights law, while section IV will examine the specific protection needs of journalists in situations of armed conflict and focus on the protection guarantees under international humanitarian law.

In November 2011, the 31st International Conference of the Red Cross and Red Crescent adopted the Four-Year Action Plan for the Implementation of International Humanitarian Law, in which the importance of journalists was reaffirmed and recommendations aimed at the protection of journalists in situations of armed conflict were made.
وفي تشرين الثاني/نوفمبر 2011، اعتمد المؤتمر الدولي الحادي والثلاثون للصليب الأحمر والهلال الأحمر خطة عمل تمتد لأربع سنوات لتنفيذ القانون الدولي الإنساني، جددت التأكيد على أهمية الصحفيين وقدمت توصيات بهدف حماية الصحفيين في حالات النزاع المسلح.

Further to Security Council resolution 1738 (2006), which is aimed at protecting journalists in situations of armed conflict and urges respect for their rights and professional independence, UNOCA and the OHCHR Central Africa Regional Office co-organized a capacity-building workshop for journalists in the subregion from 26 to 28 November 2013, in Douala, Cameroon.
٤٢ - إلحاقاً بقرار مجلس الأمن 1738 (2006)، الذي يهدف إلى حماية الصحفيين في حالات النزاع المسلح ويحث على احترام حقوقهم واستقلالهم المهني، اشترك مكتب الأمم المتحدة الإقليمي في وسط أفريقيا والمكتب الإقليمي لوسط أفريقيا التابع لمفوضية حقوق الإنسان في تنظيم حلقة عمل لبناء القدرات للصحفيين في المنطقة دون الإقليمية في الفترة من 26 إلى 28 تشرين الثاني/نوفمبر 2013، في دوالا بالكاميرون.

Moreover, the Human Rights Council held a panel discussion on the protection of journalists in armed conflict situations on 4 June 2010 (A/HRC/15/54), and the United Nations Security Council, whose binding powers do not extend to human rights violations in times of peace or when peace is not threatened, has condemned attacks against journalists in conflict situations in resolution 1738, adopted on 23 December 2006.
