In guideline 4.2 of its Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, FAO notes that " States should ensure that all actions regarding tenure and its governance are consistent with their existing obligations under national and international law, and with due regard to voluntary commitments under applicable regional and international instruments " .
68- وتذكر منظمة الأمم المتحدة للأغذية والزراعة في الخط التوجيهي 4-2 من " الخطوط التوجيهية الطوعية بشأن الحوكمة المسؤولة لحيازة الأراضي ومصايد الأسماك والغابات " أنه " يتعيّن على الدول أن تضمن اتّساق كل الإجراءات المتعلقة بالحيازة وحوكمتها مع التزاماتها القائمة بموجب القانون الوطني والدولي، ومع إيلاء الاعتبار الواجب للالتزامات الطوعية الناشئة عن الصكوك الإقليمية والدولية السارية " .

8.2 Where States own or control land, fisheries and forests, the legitimate tenure rights of individuals and communities, including where applicable those with customary tenure systems, should be recognized, respected and protected, consistent with existing obligations under national and international law, and with due regard to voluntary commitments under applicable regional and international instruments.
