أما فيما يخص الضمانات السلبية الممنوحة في إطار قرار مجلس الأمن 984 لسنة 1995 بناءً على الإعلانات الأُحادية الطرف من قبل الدول النووية فهي محدودة جداً وهـي لا تعدو أن تكون مجرد إعلانات أحادية لا ترقى إلى التزام قانوني عالمي.

The sponsors believe that the conclusion of effective arrangements on negative security assurances could constitute a major confidence-building measure in the current tense international circumstances between nuclear-weapon and non-nuclear-weapon States, as well as among nuclear-weapon States.
