8. Stresses that States must not punish or otherwise intimidate medical and other health personnel for not obeying orders or instructions to commit, facilitate or conceal acts amounting to torture or other cruel, inhuman or degrading treatment or punishment or for speaking out against it;
8- يشدد على وجوب عدم قيام الدول بمعاقبة العاملين الطبيين وغيرهم من العاملين الصحيين أو ترهيبهم بوجوه أخرى، بسبب عدم إطاعتهم أو معارضتهم لأوامر أو تعليمات بارتكاب أو تيسير أو إخفاء أفعال تشكل تعذيباً أو غير ذلك من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة؛

(d) To consider including in their reports submitted to the Council information on the problem of medical and other health personnel's participation in torture and other cruel, inhuman or degrading treatment or punishment;
(د) النظر في تضمين تقاريرها المقدمة إلى المجلس معلومات عن مشكلة مشاركة العاملين الطبيين وغيرهم من العاملين الصحيين في حالات التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة؛

وإذ يلاحظ واجب جميع العاملين الطبيين وغيرهم من العاملين الصحيين المتمثل في الإبلاغ أو الإخطار عن أفعال التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينـة الـتي يعلمون بها للسلطات الطبية أو القضائية الوطنية أو الدولية، حسب الاقتضاء، بموجب مدونات الآداب المهنية الخاصة بهم وبما يتفق معها،

(a) To remain vigilant with regard to medical and other health personnel's active or passive participation in torture and other cruel, inhuman or degrading treatment or punishment and to their functional independence of the institution in which they serve;
(أ) أن تظل متيقظة فيما يتعلق بالمشاركة الإيجابية أو السلبية من قبل العاملين الطبيين وغيرهم من العاملين الصحيين في التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة وفيما يتعلق باستقلالهم الوظيفي في إطار المؤسسة التي يعملون بها؛

(b) To discuss possible areas of cooperation with relevant United Nations bodies, specialized agencies and programmes, in particular the World Health Organization, to address the role and responsibility of medical and other health personnel in the documentation and prevention of torture and other cruel, inhuman or degrading treatment or punishment;
(ب) مناقشة مجالات التعاون الممكنة مع هيئات الأمم المتحدة ووكالاتها المتخصصة وبرامجها ذات الصلة، ولا سيما منظمة الصحة العالمية، بغية تناول دور ومسؤولية العاملين الطبيين وغيرهم من العاملين الصحيين في توثيق ومنع التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة؛

(c) To respond effectively to credible and reliable information submitted to their attention regarding alleged cases of the active or passive participation of medical and other health personnel in torture and other cruel, inhuman or degrading treatment or punishment;
(ج) الاستجابة على نحو فعال للمعلومات الجديرة بالتصديق والثقة المعروضة عليها بشأن الحالات التي يُدَّعى فيها حدوث مشاركة إيجابية أو سلبية من قبل العاملين الطبيين وغيرهم من العاملين الصحيين في حالات التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة؛

5. Also urges States to ensure that all medical and other health personnel may fulfil their duty to report or denounce acts of torture or cruel, inhuman or degrading treatment of which they are aware to relevant medical, judicial, national or international authorities as appropriate under and consistent with their respective codes of ethics, without fear of retribution or harassment;
5- يحث أيضاً الدول على ضمان قيام العاملين الطبيين وغيرهم من العاملين الصحيين بواجبهم في الإبلاغ أو الإخطار عن أفعال التعذيب وغيره من ضروب المعاملة القاسية أو اللاإنسانية أو المهينة التي يعلمون بها للسلطات الطبية أو القضائية الوطنية أو الدولية، حسب الاقتضاء، بموجب قواعد الآداب المهنية المنطبقة عليهم وبما يتفق معها دون خوف من العقاب أو المضايقات؛

12. Calls upon all States to ensure that education and information regarding the absolute prohibition of torture and cruel, inhuman or degrading treatment or punishment are fully included in the training of medical and other health personnel who may be involved in the custody, interrogation and treatment of any individual subjected to any form of arrest, detention or imprisonment;
12- يهيب بجميع الدول ضمان أن تكون برامج التثقيف والإعلام المتعلقة بالحظر المطلق للتعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة مدرجة بالكامل في تدريب العاملين الطبيين وغيرهم من العاملين الصحيين الذين قد يشاركون في إجراءات سجن أو استجواب أو عـلاج أي فـرد خاضع لأي شكل من أشكال التوقيف أو الاحتجاز أو السجن؛

Also urges States to ensure that all medical and other health personnel may fulfil their duty to report or denounce acts of torture or cruel, inhuman or degrading treatment of which they are aware to relevant medical, judicial, national or international authorities as appropriate under and consistent with their respective codes of ethics, without fear of retribution or harassment;
5- يحث أيضاً الدول على ضمان قيام العاملين الطبيين وغيرهم من العاملين الصحيين بواجبهم في إبلاغ السلطات الطبية أو القضائية الوطنية أو الدولية أو إخطارها بأفعال التعذيب وغيره من ضروب المعاملة القاسية أو اللاإنسانية أو المهينة التي يعلمون بها، حسب الاقتضاء، ووفق قواعد الأخلاقيات المهنية المنطبقة عليهم وبما يتفق معها دون خوف من العقاب أو المضايقات؛
