II. Activities of the Global Firearms Programme
ثانياً- أنشطة البرنامج العالمي للأسلحة النارية

The Global Firearms Programme is based on an integrated and multidisciplinary approach that combines preventive and control measures in the following clusters of activity:
١٠- ويستند البرنامج العالمي للأسلحة النارية إلى نهج متكامل ومتعدد التخصصات يجمع بين التدابير الوقائية وتدابير المراقبة في الفئات التالية من الأنشطة:

28. Parallel to these efforts, the GFP has also supported and promoted regional harmonization efforts.

The Global Firearms Programme provides legislative assistance to Member States, following a standardized and participatory approach that involves national stakeholders and engages civil society organizations and the private sector.
١٦- يقدِّم البرنامج العالمي للأسلحة النارية المساعدةَ التشريعية للدول الأعضاء وفق نهج موحَّد يقوم على مشاركة الجهات الوطنية المعنية والتواصل مع منظمات المجتمع المدني والقطاع الخاص.

To that end, the Global Firearms Programme prepared a regional comparative analysis of the status of implementation of the Protocol, which became the basis for further discussions among the countries of the region.
وتحقيقاً لتلك الغاية، أعدَّ البرنامج العالمي للأسلحة النارية تحليلاً إقليميًّا مقارناً لحالة تنفيذ البروتوكول، ليغدو أساساً لإجراء مزيد من المناقشات فيما بين بلدان المنطقة.

III. Priority areas of work of the Global Firearms Programme
ثالثاً- أولويات عمل البرنامج العالمي للأسلحة النارية

The Global Firearms Programme intends to continue building on each of the clusters of activities described above.
٥٠- ويعتزم البرنامج العالمي للأسلحة النارية مواصلة عمله في كل مجموعة من مجموعات الأنشطة المذكورة أعلاه.

Initially, the curriculum and other materials will be translated into Arabic, French and Spanish to serve countries currently engaged with the Global Firearms Programme.
وفي البداية، سيُترجم المنهج التدريبي والمواد الأخرى إلى الإسبانية والعربية والفرنسية لفائدة البلدان التي تشارك حاليًّا مع البرنامج العالمي للأسلحة النارية.

The European Union (EU) is currently the major donor to the Global Firearms Programme.
٦٨- الاتحاد الأوروبي هو في الوقت الراهن الجهة المانحة الرئيسية للبرنامج العالمي للأسلحة النارية.

Therefore, the Global Firearms Programme has sought civil society engagement and participation during this process by fostering an active dialogue with national legislative bodies, in order to raise awareness and support for the legislative development process.
ولذلك، حرص البرنامج العالمي للأسلحة النارية على التفاعل مع المجتمع المدني وإشراكه خلال هذه العملية عن طريق تشجيع الحوار النشيط مع الهيئات التشريعية الوطنية، من أجل زيادة الوعي وتوفير الدعم لعملية التطوير التشريعي.

The UNODC Global Firearms Programme, established in 2011, is aimed at raising awareness of, promoting adherence to and supporting the implementation of the Firearms Protocol.

As part of the self-assessment process, the Global Firearms Programme collects all relevant national legislation on firearms.
١٨- وفي سياق عملية التقييم الذاتي المذكورة، يجمع البرنامج العالمي للأسلحة النارية جميع التشريعات الوطنية ذات الصلة بالأسلحة النارية.

Many countries have expressed a strong interest in developing voluntary surrender programmes and requested the assistance of the Global Firearms Programme in the design of and support for such campaigns, with regard to the collection, management, storage and final disposal of firearms, in particular those that have been seized and confiscated.
وقد أبدت بلدان عديدة اهتماماً شديداً باستحداث برامج للتسليم الطوعي، وطلبت المساعدة من البرنامج العالمي للأسلحة النارية في تصميم مثل هذه الحملات وتقديم الدعم لها، لغرض جمع الأسلحة النارية وإدارتها وتخزينها والتخلص منها نهائيًّا، ولا سيما تلك التي ضُبطت وصودرت.

In 2014, UNODC received additional funding for the Global Firearms Programme from the Government of Japan, for the implementation of collection and destruction campaigns in two Sahel countries.
٤٠- وفي عام 2014، تلقَّى المكتب تمويلاً إضافيًّا للبرنامج العالمي للأسلحة النارية من حكومة اليابان لتنفيذ حملات لجمع الأسلحة وتدميرها في بلدين من بلدان منطقة الساحل.

Initial self-assessment, legislative assessments, in-country visits, work with legal drafters and consultation meetings with national stakeholders remain key elements of legislative assistance work under the Global Firearms Programme.
ولم يزل التقييم الذاتي الأوَّلي والتقييمات التشريعية والزيارات القُطْرية والعمل مع محرِّري النصوص القانونية، واجتماعات التشاور مع الجهات الوطنية المعنية عناصرَ رئيسيةً فيما يقوم به المكتب من أعمال المساعدة التشريعية في إطار البرنامج العالمي للأسلحة النارية.

The Global Firearms Programme supports the establishment of centralized firearms analysis and monitoring units responsible for gathering the relevant information and technical knowledge and skills on firearms.
٦١- يدعم البرنامج العالمي للأسلحة النارية إنشاء وحدات مركزية للتحليل والرصد في مجال الأسلحة النارية، لتتولَّى مسؤولية جمع المعلومات والمعارف والمهارات التقنية ذات الصلة بالأسلحة النارية.

Regular contacts have also been maintained with officials from the secretariat of ECOWAS, in the framework of the implementation of the Global Firearms Programme in West Africa.
٧١- كما أقام المكتب اتصالات منتظمة مع مسؤولين من الأمانة العامة للجماعة الاقتصادية لدول غرب أفريقيا، في إطار تنفيذ البرنامج العالمي للأسلحة النارية في غرب أفريقيا.

However, the Global Firearms Programme has stretched its capacity to the limit, and requires additional human and financial resources in order to continue its work.
٧٧- ومع ذلك، فقد استنفد البرنامج العالمي للأسلحة النارية إمكانياته عن آخرها، وهو بحاجة إلى موارد بشرية ومالية إضافية لمواصلة عمله.
