648. It may therefore be said that Sino-Arab cooperation will inevitably produce many positive benefits for both sides, for the following reasons:

The importance of the Sino-Arab Cooperation Forum as a framework for strengthening cooperation between the two sides in various fields and for moving this cooperation into a new phase of partnership;

Establishment of the Sino-Arab Cooperation Forum

This has been accompanied by initiatives involving Asia and Africa: the first South American and Arab Countries Summit took place, the Sino-Arab Cooperation Forum has been very active and there has been an Arab-Japanese Dialogue Forum and an increasing presence in Africa.
وقد أردفنا ذلك بمبادرات طالت القارات الآسيوية والافريقية، فانعقدت القمة الأولى بين الدول العربية ودول أمريكا الجنوبية كما قام المنتدى العربي الصيني نشطاً قوياً، ويليه منتدى عربي ياباني بالإضافة إلى تواجد متزايد في القارة الأفريقية.

The seminar discussed two keys issues namely, the perspectives of Sino-Arab relations and the Sino-Arab civilization dialogue, and affirmed the importance of strengthening the civilization dialogue between the two sides within the framework of the Sino-Arab Cooperation Forum.
وناقشت الندوة محورين أساسيين هما: آفاق العلاقات العربية - الصينية والحوار الحضاري العربي - الصيني. وقد أكدت الندوة على أهمية تعزيز الحوار الحضاري بين الجانبين في إطار منتدى التعاون العربي الصيني.

538. The Sino-Arab Cooperation Forum is one of the most important experiments in cooperation between the League of Arab States and China and represents a model which can be followed to strengthen Arab cooperation with other States and international blocs.
537 - ويعد منتدى التعاون العربي الصيني أحد التجارب الهامة للتعاون بين جامعة الدول العربية والصين، ويمكن أن تشكل هذه التجربة نموذجا يحتذى به لتعزيز التعاون العربي مع دول وتجمعات دولية أخرى.

Since its launch four years ago, the Sino-Arab Cooperation Forum has witnessed an expansion in areas of cooperation, with its scope extending to new fields, such as the environment, energy and investment, not to speak of political, economic and cultural cooperation and cooperation at the level of civil society organizations and Sino-Arab friendship societies.
وقد شهد منتدى التعاون العربي الصيني منذ انطلاقه قبل أربع سنوات اتساعا في مجالات التعاون، وامتد نطاقه ليشمل مجالات جديدة كالبيئة والطاقة والاستثمار فضلا عن مجالات التعاون الأخرى السياسية والاقتصادية والثقافية والتعاون على مستوى منظمات المجتمع المدني وجمعيات الصداقة العربية الصينية.

Preparations for the third ministerial meeting of the Sino-Arab Cooperation Forum (Bahrain, 21 and 22 May 2008)
الإعداد للاجتماع الوزاري الثالث لمنتدى التعاون العربي الصيني (البحرين

The Secretariat-General participated in the first Sino-Arab conference on cooperation in energy, hosted by the Chinese city of Sanya on 10 and 11 January 2008 and attended by officials and specialists from China and the Arab States.
:: شاركت الأمانة العامة في المؤتمر العربي الصيني الأول للتعاون في مجال الطاقة الذي استضافته الصين - مدينة Sanya يومي 10 و 11/1/2008 بحضور مسؤولين ومختصين من الصين والدول العربية.

To welcome the convening of the dialogue symposium between the Arab and Chinese civilizations in Riyadh, the Kingdom of Saudi Arabia, in the course of 2007 and to charge the Secretariat-General with coordinating with the competent Arab and Chinese bodies to prepare for this symposium on the basis of the Sino-Arab Cooperation Forum action programme;
الترحيب بعقد ندوة الحوار بين الحضارتين العربية والصينية في الرياض - المملكة العربية السعودية خلال عام 2007، وتكليف الأمانة العامة بالتنسيق مع الجهات الصينية والعربية المختصة للإعداد لعقد هذه الندوة وفقاً لما تضمنه برنامج عمل منتدى التعاون العربي الصيني.

3. To welcome the holding of a symposium on Sino-Arab cooperation in the field of higher education and scientific research in the framework of the Sino-Arab Cooperation Forum and the proposal for it to be hosted in the Republic of the Sudan during the second week of November 2009, and to charge the Secretariat-General with following up coordination with concerned Arab and Chinese parties in preparation for this symposium;
3 - الترحيب بعقد ندوة التعاون العربي الصيني في مجال التعليم العالي والبحث العلمي في إطار منتدى التعاون العربي الصيني والمقترح استضافتها في جمهورية السودان في الأسبوع الثاني من شهر نوفمبر/تشرين ثاني 2009، وتكليف الأمانة العامة بمتابعة التنسيق مع الجهات العربية والصينية المعنية للإعداد لهذه الندوة.

2. To affirm the importance of active Arab participation in the third ministerial meeting of the Sino-Arab Cooperation Forum, to be hosted by the Kingdom of Bahrain on 21 and 22 May 2008, to be preceded by a meeting of senior officials on 20 May 2008, and to charge the Secretariat-General with monitoring coordination between the Kingdom of Bahrain and the Chinese side in preparation for the meeting;
2 - التأكيد على أهمية المشاركة العربية الفعالة في الاجتماع الوزاري الثالث لمنتدى التعاون العربي الصيني الذي تستضيفه مملكة البحرين يومي 21-22/5/2008، على أن يسبقه اجتماع لكبار المسؤولين يوم 20/5/2008، وتكليف الأمانة العامة بمتابعة التنسيق مع مملكة البحرين والجانب الصيني للإعداد للاجتماع.

Ministers and government officials from both the Arab and Chinese sides took part in this conference, as well as some 800 Arab and Chinese businessmen, exploring the horizons of Sino-Arab cooperation in trade, information and communications technology (ICT), energy, industry, tourism, transport, agriculture, irrigation, the environment, contracting, housing, construction, small and medium-sized enterprises etc;
:: شارك في هذا المؤتمر وزراء ومسؤولون حكوميون من الجانبين العربي والصيني، كما شارك فيها نحو 800 من رجال الأعمال من الجانبين بحثوا خلالها آفاق التعاون العربي الصيني في مجالات التجارة والاستثمار وتكنولوجيا المعلومات والاتصالات والطاقة والصناعة والسياحة والنقل والزراعة والري والبيئة والمقاولات والإسكان والبناء والمشروعات الصغيرة والمتوسطة وغيرها.

The final report contained a recommendation to investigate the possibility of setting up a fund to support the Sino-Arab Cooperation Forum. I believe it is important to put this recommendation into practice and that Member States will welcome the idea of setting up and contributing to such a fund, which will give a powerful impetus to the Forum and help implement many of its activities and events.
:: وقد تضمن التقرير الختامي توصية حول " بحث إمكانية إنشاء صندوق لدعم منتدى التعاون العربي الصيني " ، وأرى أهمية تفعيل هذه التوصية وأن ترحب الدول الأعضاء بفكرة إنشاء هذا الصندوق والمساهمة فيه لإعطاء دفعة قوية لهذا المنتدى والإسهام في تنفيذ عدد من أنشطته وفعالياته.

Both sides agreed to hold the second Sino-Arab conference on cooperation in energy in 2010, in Khartoum, the Sudan. The Arab League mission in Beijing prepared a report on the conference proceedings and its most significant outputs, which the Secretariat-General circulated to all permanent delegations on 21 January 2008.
واتفق الجانبان على عقد الدورة الثانية لمؤتمر التعاون العربي الصيني في مجال الطاقة في عام 2010 في الخرطوم بالسودان، وقد أعدت بعثة الجامعة العربية في بكين تقريرا حول أعمال هذا المؤتمر وأهم نتائجه، وقامت الأمانة العامة بتعميمه على جميع المندوبيات الدائمة بتاريخ 21/1/2008.

643. Sino-Arab cooperation has acquired particular importance in view of the many changes in recent times, of which the most prominent are political polarization, the spread of satellite media, the rapid advance toward trade liberalization and globalization of the economy, the tense situation in Afghanistan, Iraq and Palestine, the announcement of the so-called Greater Middle East Initiative and the expanding membership of the European Union.
يكتسب مجال التعاون العربي الصيني أهمية خاصة نظراً لما شهدته الحقبة الأخيرة من متغيرات كثيرة كان من أبرز نتائجها أحادية الاستقطاب السياسي، وانتشار الإعلام الفضائي، والاتجاه المتسارع نحو تحرير التجارة وعولمة الاقتصاد، وتوتر الأوضاع في أفغانستان والعراق وفلسطين والإعلان عما يُسمى الشرق الأوسط الكبير، وتوسيع عضوية الاتحاد الأوروبي.

4. To welcome the outcome of the first session of the Sino-Arab Cooperation Forum on energy, hosted by the People's Republic of China in the city of Sanya from 9 to 11 January 2008, to charge the Secretariat-General with continuing the efforts to implement the recommendations of this meeting and to welcome the hosting by the Republic of the Sudan of the second session of the Forum in Khartoum in 2010;
4 - الترحيب بنتائج الدورة الأولى لمؤتمر التعاون العربي الصيني في مجال الطاقة الذي استضافته جمهورية الصين الشعبية في مدينة سانيا خلال الفترة 9-11/1/2008، وتكليف الأمانة العامة بمواصلة الجهود لتنفيذ التوصيات الصادرة عن هذا الاجتماع، والترحيب باستضافة جمهورية السودان للدورة الثانية للمؤتمر عام 2010 في الخرطوم.
