On 14 May 1990, similar accusations based on the above-mentioned article were made against Mr. Khan by a religious leader from Multan and confirmed on the basis of sections 298 A, 295 B and 295 C of the Pakistan Penal Code.

The Bill proposed amendments to the Code of Civil Procedure (1908), the Code of Criminal Procedure (Specific Relief Act, 1877), the Power of Attorney Act (1882), the Registration Act (1908) and the Pakistan Penal Code.

Referring to the legal provisions of the Pakistani Penal Code relating to religion, in particular the blasphemy laws, she said it was important to mention that, contrary to belief, those provisions did not apply exclusively to minorities, were in no way discriminatory, and did not victimize either an individual or a community.
