61. It should be emphasized that the multifaceted restrictions imposed on Palestinians entailed their economic activity becoming localized, owing to ever-increasing transport costs and impediments on the movement of Palestinian products and, more recently, by a noticeable decline in Palestinian employment in Israel.

In his report on the Palestinian economy, the United Nations Special Coordinator in the Occupied Territories stated that, according to estimates from the Palestinian Ministry of Finance and the International Monetary Fund (IMF), the Palestinian economy improved in 1998: real gross domestic product (GDP) grew by about 7 per cent; Palestinian labour flows to Israel by 15 per cent; Israeli-Palestinian trade by 9 per cent.
