Mindful of the fact that it is essential to provide the Operation in Mozambique with the necessary financial resources to enable it to fulfil its responsibilities under the relevant resolutions of the Security Council,

Recalling its previous decision regarding the fact that, in order to meet the expenditures caused by the Operation in Mozambique, a different procedure is required from the one applied to meet expenditures of the regular budget of the United Nations,

5. Requests the Secretary-General to take all necessary action to ensure that the Operation in Mozambique is administered with a maximum of efficiency and economy;
٥ - تطلب الى اﻷمين العام أن يتخذ جميع اﻹجراءات الضرورية التي تكفل إدارة العملية في موزامبيق بأقصى قدر من الكفاءة والاقتصاد؛

15. Authorizes the Secretary-General to enter into commitments of up to 25 million dollars, with the prior concurrence of the Advisory Committee, for the liquidation of the Operation in Mozambique in the period 16 November 1994 to 31 January 1995;
١٥ - تأذن لﻷمين العام بالدخول في التزامات بما لا يتجاوز ٢٥ مليون دولار وذلك بموافقة مسبقة من اللجنة الاستشارية، لتصفية العملية في موزامبيق في الفترة من ١٦ تشرين الثاني/نوفمبر ١٩٩٤ الى ٣١ كانون الثاني/يناير ١٩٩٥؛

(a) Appropriated to the special account for the United Nations Operation in Mozambique (ONUMOZ) a total amount of $165,300,000 gross ($162,192,100 net) for the Operation in Mozambique for the period from 1 May to 15 November 1994;
)أ( اعتمدت للحساب الخاص لعملية اﻷمم المتحدة في موزامبيق مبلغا إجماليه ٠٠٠ ٣٠٠ ١٦٥ دولار )صافيه ١٠٠ ١٩٢ ١٦٢ دولار( لتمويل العملية في موزامبيق للفترة من ١ أيار/مايو لغاية ١٥ تشرين الثاني/نوفمبر ١٩٩٤؛

7. Affirms that, among other factors, the failure of Member States to pay their assessed contributions promptly and in full has damaged and continues to damage the ability of the Operation in Mozambique to implement its activities effectively and threatens to leave the Special Account for the United Nations Operation in Mozambique with insufficient liquid funds to meet its liabilities, in particular to the troop-contributing countries;
٧ - تؤكد أن عدم دفع الاشتراكات المقررة فورا وبالكامل، الى جانب عوامل أخرى، قد أضر ولا يزال يضر بقدرة العملية في موزامبيق على الاضطلاع بأنشطتها بفعالية وينذر بترك الحساب الخاص لعملية اﻷمم المتحدة في موزامبيق بلا أموال سائلة تكفي لسداد التزاماته وخاصة بالنسبة للبلدان المساهمة بقوات؛

7. ٧ - تؤكد أن عدم دفع الدول اﻷعضاء ﻹشتراكاتها المقررة فورا وبالكامل، الى جانب عوامل أخرى، قد أضر ولا يزال يضر بقدرة العملية في موزامبيق على الاضطلاع بأنشطتها بفعالية وينذر بترك الحساب الخاص لعملية اﻷمم المتحدة في موزامبيق بلا أموال سائلة تكفي لسداد التزاماته وخاصة بالنسبة للبلدان المساهمة بقوات؛

(a) That among other factors, the non- and late payment of assessed contributions in full and on time has damaged and continues to damage the ability of the Operation in Mozambique to implement its activities effectively;
)أ( إن عدم دفع الاشتراكات المقررة بالكامل وفي مواعيدها والتأخر في دفعها، الى جانب عوامل أخرى، قد أضر ولا يزال يضر بقدرة العملية في موزامبيق على الاضطلاع بأنشطتها بفعالية؛

17. Invites voluntary contributions to the Operation in Mozambique in cash and in the form of services and supplies acceptable to the Secretary-General, to be administered, as appropriate, in accordance with the procedure established by the General Assembly in its resolutions 43/230 of 21 December 1988, 44/192 A of 21 December 1989 and 45/258 of 3 May 1991;
١٧ - تدعو الى تقديم تبرعات الى العملية في موزامبيق نقدا وفي شكل خدمات ولوازم تكون مقبولة من اﻷمين العام وتدار، حسب الاقتضاء، وفقا لﻹجراء الذي حددته الجمعية العامة في قراراتها ٤٣/٢٣٠ المؤرخ ٢١ كانون اﻷول/ديسمبر ١٩٨٨ و ٤٤/١٩٢ ألف المؤرخ ٢١ كانون اﻷول/ديسمبر ١٩٨٩ و ٤٥/٢٥٨ المؤرخ ٣ أيار/مايو ١٩٩١؛

12. Decides to appropriate to the Special Account for the United Nations Operation in Mozambique a total amount of 165,300,000 United States dollars gross (162,192,100 dollars net) for the Operation in Mozambique for the period from 1 May to 15 November 1994, inclusive;
١٢ - تقــرر أن تخصص للحساب الخاص لعمليــة اﻷمم المتحــدة في موزامبيــق مبلغا إجماليه ٠٠٠ ٣٠٠ ١٦٥ دولار )صافيه ١٠٠ ١٩٢ ١٦٢ دولار( لتمويل العملية في موزامبيق للفترة من ١ أيار/مايو لغاية ١٥ تشرين الثاني/نوفمبر ١٩٩٤؛

)ج( أذنت لﻷمين العام بالدخول في التزامات بما لا يتجاوز ٢٥ مليون دولار وذلك بموافقة مسبقة من اللجنة الاستشارية، لشؤون اﻹدارة والميزانية لتصفية العملية في موزامبيق في الفترة من ١٦ تشرين الثاني/نوفمبر ١٩٩٤ إلى ٣١ كانون الثاني/يناير ١٩٩٥؛

12. Decides to appropriate to the Special Account for the United Nations Operation in Mozambique a total amount of 165,300,000 dollars gross (162,192,100 dollars net) for the Operation in Mozambique for the period from 1 May to 15 November 1994, inclusive;
١٢ - تقــرر أن تخصص للحساب الخاص لعمليــة اﻷمم المتحــدة في موزامبيــق مبلغا إجماليه ٠٠٠ ٣٠٠ ١٦٥ دولار )صافيه ١٠٠ ١٩٢ ١٦٢ دولار( لتمويل العملية في موزامبيق للفترة من ١ أيار/مايو لغاية ١٥ تشرين الثاني/نوفمبر ١٩٩٤؛

Bearing in mind Security Council resolution 797 (1992) of 16 December 1992, by which the Council established the United Nations Operation in Mozambique, and Council resolution 882 (1993) of 5 November 1993, by which the Council extended the mandate of the Operation in Mozambique until 30 April 1994,
وإذ تضع في اعتبارها قرار مجلس اﻷمن ٧٩٧ )١٩٩٢( المؤرخ ١٦ كانون اﻷول/ديسمبر ١٩٩٢ الذي أنشأ المجلس بموجبه عملية اﻷمم المتحدة في موزامبيق وقرار المجلس ٨٨٣ )١٩٩٣( المؤرخ ٥ تشرين الثاني/نوفمبر ١٩٩٣، الذي مدد المجلس بموجبه ولاية العملية في موزامبيق الى غاية ٣٠ نيسان/ابريل ١٩٩٤،

7. Requests the Secretary-General to take all necessary action to ensure that the Operation in Mozambique is administered with a maximum of efficiency and economy and, in particular, to implement fully economy, financial and efficiency measures to be approved during the resumed forty-eighth session but no later than 1 May 1994, and to report on the implementation of such measures in the context of the performance report relevant to the period;
٧ - تطلب الى اﻷمين العام أن يتخذ جميع اﻹجراءات الضرورية التي تكفل إدارة العملية في موزامبيق بأقصى قدر من الكفاءة والاقتصاد ولا سيما التنفيذ التــام للتدابيـر الاقتصادية والمالية وتدابير الكفاءة التي ستجري الموافقة عليها فــي خــلال الدورة الثامنة واﻷربعين المستأنفة وفي موعد لا يتجاوز ١ أيار/مايو ١٩٩٤، وأن يقدم تقريرا عن تنفيذ هذه التدابير في سياق تقرير اﻷداء المتصل بهذه الفترة؛

(a) To submit by 1 June 1994 full cost estimates for the period the Security Council might have decided to continue the mandate of the Operation in Mozambique beyond 30 April 1994, incorporating the financial implications of such action as the Council may wish to take following the progress report of the Secretary-General to the Council in April 1994 called for in paragraph 13 of Council resolution 882 (1993);
)أ( أن يقدم بحلول ١ حزيران/يونيه ١٩٩٤ كامل التكاليف التقديرية للفترة التي يكون مجلس اﻷمن قد قررها لتحديد ولاية العملية في موزامبيق الى ما بعد ٣٠ نيسان/ابريل ١٩٩٤، متضمنة اﻵثار المالية لﻹجراء الذي قد يود المجلس اتخاذه في أعقاب التقرير المرحلي الذي سيقدمه اﻷمين العام الى المجلس في نيسان/ابريل ١٩٩٤ وفقا لمقتضى الفقرة ١٣ من قرار المجلس ٨٣٣ )١٩٩٣(؛

6. In accordance with General Assembly resolution 48/240 B, assets of ONUMOZ to be redeployed to other peace-keeping operations or other United Nations bodies will be transferred only after their residual value has been determined and provision has been made in the budgets of the receiving operations to reimburse the ONUMOZ Special Account.
٦ - وعملا بقرار الجمعية العامة ٤٨/٢٤٠ باء، لا تحول أصول العملية في موزامبيق المزمع نقلها الى عمليات أخرى لحفظ السلم أو الى هيئات أخرى من هيئات اﻷمم المتحدة إلا بعد تحديد قيمتها المتبقية ورصد اعتماد في ميزانيات العمليات المتلقية لتسديد قيمتها للحساب الخاص لعملية اﻷمم المتحدة في موزامبيق.
