Regarding racism and the Internet, delegations and panellists examined the competing interests of upholding freedom of speech and expression and the need to ban incitement to racism on the Internet.

55. Gudmundur Eiriksson expressed the view that a process of drafting an optional protocol to the International Convention on the Elimination of All Forms of Racial Discrimination should be initiated to deal specifically with measures to combat racism on the Internet.
