After a discussion in which Mr. BHAGWATI, Mr. KLEIN, Mr. YALDEN, Mr. KRETZMER and Mr. ANDO took part, the CHAIRPERSON said that the questions would be arranged in logical order, that the titles would be corrected on the basis of the articles of the Covenant and that a specific paragraph would refer to article 14, which had been left out of the existing list.

5.1 In his comments, dated 2 July 2007, on the State party's submission, the author states that Act No. 87/1991 contains discriminatory provisions which violate the Covenant and that he had no locus standi before the courts because he failed to meet the citizenship requirement laid down in the law.
5-1 يذكر صاحب البلاغ في تعليقاته، المؤرخة 2 تموز/يوليه 2007، على ملاحظات الدولة الطرف أن القانون رقم 87/1991 يتضمن أحكاماً تتسم بالتمييز وتنتهك أحكام العهد وأنه لم يكن له حق المثول أمام المحاكم لأنه لم يستوف شرط الجنسية الذي حدده القانون.

6.2 The State party recalls that the freedom to manifest one's religion is subject to the restrictions in article 18, paragraph 3, of the Covenant and that, in accordance with the Committee's general comment No. 22 concerning article 18, recourse to such restrictions must be interpreted in a strict sense.
6-2 تذكّر الدولة الطرف بأن حرية إظهار الدين تخضع لقيود الفقرة 3 من المادة 18 من العهد وأنه ينبغي، وفق التعليق العام رقم 22(1993) للجنة المتعلق بالفقرة 18()، تفسير هذه القيود بحصر المعنى.

1.1 The author of the communication, dated 25 October 1999, is Mr. S. Jegatheeswara Sarma, a Sri Lankan citizen who claims that his son is a victim of a violation by the State party of articles 6, 7, 9 and 10 of the International Covenant on Civil and Political Rights (the Covenant) and that he and his family are victims of a violation by the State party of article 7 of the Covenant.
