1. The Committee shall consider the reports submitted by States parties to the Covenant in accordance with the programme established by Council resolution 1988/4.
1- تنظر اللجنة في التقارير المقدمة من الدول الأطراف في العهد وفقاً للبرنامج الذي وُضع بموجب قرار المجلس 1988/4.

The second part relates to articles 1, 2, 6-15 of the Covenant in accordance with the Committee's guidelines.
أما الجزء الثاني فإنه يتعلق بالمواد 1 و2 و6-15 من العهد وفقاً للمبادئ التوجيهية للجنة.

2. The Committee shall normally consider the reports submitted by States parties under article 16 of the Covenant in the order in which they have been received by the SecretaryGeneral.

4.4 With regard to the admissibility of the communication, the State party submits that the communication should be declared inadmissible as incompatible with the Covenant pursuant to article 3, of the Optional Protocol.
4-4 وفيما يتعلق بمقبولية البلاغ، تدفع الدولة الطرف بوجوب اعتبار البلاغ غير مقبول بسبب عدم توافقه مع العهد وفقاً للمادة 3 من البروتوكول الاختياري.

1. The Committee shall consider the reports submitted by States parties to the Covenant in accordance with the programme established by Council resolution 1988/4.

The provisions governing the procedure for applying this article of the Covenant in accordance with international standards are contained in article 47 of the new Constitution and also in article 8 of the Citizenship Act.

Rule 61 1. The Committee shall consider the reports submitted by States parties to the Covenant in accordance with the programme established by Council resolution 1988/4.

6. The Committee is concerned about the State party's reservation to the effect that it will interpret and apply the provisions of article 13, paragraphs 3 and 4, of the Covenant in accordance with its Constitution.
6- يساور اللجنة القلق بشأن التحفظ الذي أبدته الدولة الطرف والذي مفاده أنها ستفسر وستطبق أحكام الفقرتين 3 و4 من المادة 13 من العهد وفقاً لدستورها.

192. The Committee is concerned about the State party's reservation to the effect that it will interpret and apply the provisions of article 13, paragraphs 3 and 4, of the Covenant in accordance with its Constitution.
192- يساور اللجنة القلق بشأن التحفظ الذي أبدته الدولة الطرف والذي مفاده أنها ستفسر وستطبق أحكام الفقرتين 3 و4 من المادة 13 من العهد وفقاً لدستورها.

4. Plans of action prepared by States parties to the Covenant in accordance with article 14 are especially important as the work of the Committee has shown that the lack of educational opportunities for children often reinforces their subjection to various other human rights violations.
4- فلخطط العمل التي تعدها الدول الأطراف في العهد وفقاً للمادة 14 أهمية خاصة، لا سيما لأن عمل اللجنة قد أظهر أن انعدام فرص التعليم للأطفال كثيراً ما يزيد من تعرضهم لشتى أشكال انتهاكات حقوق الإنسان الأخرى.

4. Plans of action prepared by States parties to the Covenant in accordance with article 14 are especially important as the work of the Committee has shown that the lack of educational opportunities for children often reinforces their subjection to various other human rights violations.
4- فخطط العمل التي تعدها الدول الأطراف في العهد وفقاً للمادة 14 ترتدي أهمية خاصة، لا سيما لأن عمل اللجنة قد أظهر أن انعدام فرص التعليم للأطفال كثيراً ما يزيد من تعرضهم لشتى أشكال انتهاكات حقوق الإنسان الأخرى.

606. In both cases the failure of the State party to comply with its obligations under the Covenant, and in particular with their reporting obligations, had made it impossible for the Committee to monitor effectively the implementation by those States of the economic, social and cultural rights set forth in the Covenant in accordance with the mandate conferred to the Committee by the Economic and Social Council.
606- وفي كلتا الحالتين، فإن عدم امتثال الدولة الطرف لالتزاماتها بموجب العهد، ولا سيما التزاماتها بتقديم التقارير، أدى إلى استحالة قيام اللجنة برصد فعال لإعمال تلك الدول للحقوق الاقتصادية والاجتماعية والثقافية المنصوص عليها في العهد وفقاً للولاية التي أسندها إليها المجلس الاقتصادي والاجتماعي.

47. In both cases the States parties' failure to comply with their obligations under the Covenant, and in particular with their reporting obligations, had made it impossible for the Committee to monitor effectively the implementation by those States of the economic, social and cultural rights set forth in the Covenant in accordance with the mandate conferred on the Committee by the Economic and Social Council.

In accordance with rule 61, paragraph 2, of its rules of procedure, the Committee shall normally consider the reports submitted by States parties under article 16 of the Covenant in the order in which they have been received by the Secretary-General.

4-3 ولا يمكن قبول الادعاءات التي قدمها صاحب البلاغ بمقتضى المواد 2 و9 و13 و14 بحجة تعارضها مع العهد وفقاً لأحكام المادة 3 من البروتوكول الاختياري.

4.3 As for the author's allegations in relation to article 9 of the Covenant, the State party submits that they are incompatible with the provisions of the Covenant pursuant to article 3 of the Optional Protocol or, in the alternative, that they are inadmissible on the ground of non-substantiation under article 2 of the Protocol.
4-3 وفيما يتعلق بادعاءات صاحب البلاغ الخاصة بالمادة 9 من العهد، تدعي الدولة الطرف أن هذه الادعاءات لا تتفق مع أحكام العهد وفقاً للمادة 3 من البروتوكول الاختياري، وإلا فإنها تعتبر غير مقبولة على أساس عدم كفاية الأدلة وفقاً للمادة 2 من البروتوكول.
