٢٣ - تؤكد ضرورة اتخاذ الحكومات واﻷطراف اﻷخرى في الصراعات المسلحة تدابير تشمل، مثلا، إقرار " أيام هدوء " ، و " ممرات سلام " لضمان إمكانية الوصول تحقيقا لﻷغراض اﻹنسانية، وإيصال الغوث اﻹنساني وتوفير الخدمات، التي من قبيل التعليم والصحة، بما فيها تحصين اﻷطفال المتأثرين بالنزاع المسلح؛
