Subsequently the Assembly, in its resolution 54/258, reaffirmed its decision contained in section XIV of its resolution 54/251 of 23 December 1999 to retain the unspent balance from the regular budget for the biennium 1996-1997 and to maintain the special account set up to handle those funds until all activities and programmes approved by the Assembly in its resolution 53/3 of 12 October 1998 were completed.

The plan builds on the advantages of UNLB, such as its permanent nature, as recognized by the General Assembly in section XIV of its resolution 49/233 A, its proximity to field operations, which facilitates a faster and more cost-efficient service delivery, a safe and secure environment, the existence of in-house expertise leading to greater effectiveness and efficiencies in the field, and a state-of-the-art telecommunications infrastructure.

٥ - وفي أعقاب قيام الجمعية العامة باستعراض تقريري اﻷمين العام واللجنة الاستشارية اللذين سبقت اﻹشارة إليهما أعلاه، ذكرت الجمعية العامة في الفرع الرابع عشر من قرارها ٤٩/٢٣٣ ألف المؤرخ ٢٣ كانون اﻷول/ ديسمبر ١٩٩٤، أن الجمعية العامة " ترحب بإنشاء أول قاعدة دائمة للسوقيات لﻷمم المتحدة، في برينديزي بإيطاليا، من أجل دعم عمليات حفظ السلام، وبإتاحة أماكن هذه القاعدة للمنظمة بدون تكلفة " .
