43 - تقرر أنه، بالنظر إلى الظروف الفريدة والاستثنائية الناشئة عن المخطط العام لتجديد مباني المقر، فإن القرارات المبينة في هذا القرار لا تشكل بأي حال من الأحوال سابقة أو تشير ضمنا إلى أي تغيير في النظام المالي والقواعد المالية.
