In that connection, his Government appreciated the work undertaken by the high-level task force on the implementation of the right to development and endorsed the conclusions and recommendations adopted by the Open-ended Working Group on the Right to Development at its sixth session.

In accordance with the above-mentioned decision of the Committee, the secretariat has the honour to present in the annex to this note a draft decision of the first meeting of the Conference of the Parties on reporting and a questionnaire, which reflect the comments expressed at the Open-ended Working Group on compliance mechanisms and procedures at the tenth session of the Committee.

Mr. McGlone, chair of the Open-ended Working Group on compliance mechanisms and procedures established at the ninth session of the Committee, introduced a draft text that he had prepared on procedures and institutional mechanisms for handling cases of non-compliance, as requested by the Committee at that session.

The Committee decided to reconvene the Open-ended Working Group on compliance, established at its ninth session, under the chairmanship of Mr. McGlone, and requested that it review the draft prepared by its chair, as well as the draft decision and questionnaire presented in the secretariat's note, and report back to plenary on its deliberations.

While the work of the Open-ended Working Group on an optional protocol to the ICESCR aimed at levelling out any differences that might exist in the perception of the rights guaranteed by the Covenant and those contained in other human rights treaties, there was no such difference in perception with regard to the standing of the Committee in its monitoring role compared to that of the other treaty bodies.
