Based on a preliminary analysis of the technical assistance needs of States parties and the recommendations of various working groups, it appears that meeting the technical assistance needs of States in connection with the implementation of the provision of chapters III and IV of the Convention is likely to be accomplished at three levels: the global level, the regional level and the country level.

In paragraph 21 of the resolution, the Conference requested the secretariat to continue to develop a three-tiered approach -- global, regional and national -- to the delivery of technical assistance in the light of the priority areas identified as a result of the review process for chapters III and IV of the Convention.

With relation to those States which will ratify or accede to the Convention after the conclusion of the first cycle, the Conference may wish to consider in which way they will be reviewed concerning the implementation of chapters III and IV of the Convention.
ولعلَّ المؤتمر يودُّ، فيما يتعلق باستعراض الدول التي سوف تصدِّق على الاتفاقية أو تنضم إليها بعد انتهاء دورة الاستعراض الأولى، النظر في الطريقة التي سوف تُستَعرَض بها تلك الدول فيما يتعلق بتنفيذ الفصلين الثالث والرابع من الاتفاقية.

The present note contains updated information on technical assistance needs identified in the country reviews for the implementation of chapters III and IV of the Convention by States parties under review in the first cycle of the Review Mechanism.
3- وتحتوي هذه المذكِّرة على معلومات محدَّثة عن الاحتياجات من المساعدة التقنية التي تمخضت عنها الاستعراضات القُطرية بشأن تنفيذ الدولِ الأطراف المستعرَضة أحكام الفصلين الثالث والرابع من الاتفاقية في الدورة الأولى لآلية الاستعراض.

The present note sets out a range of technical assistance initiatives envisaged to meet the needs identified through the Implementation Review Mechanism with regard to the implementation of provisions of chapters III and IV of the Convention.
4- وتُبيّن هذه الوثيقةُ طائفة من مبادرات المساعدة التقنية المتوخّى الاضطلاع بها لتلبية الاحتياجات التي حُدِّدت من خلال آلية استعراض التنفيذ فيما يتعلّق بتنفيذ أحكام الفصلين الثالث والرابع من الاتفاقية.

According to the analysis of the self-assessment reviews, among the most common forms of technical assistance needed are legal advice, legislative guidance and drafting expertise to facilitate the strengthening of relevant legislation to ensure compliance with the provisions of chapters III and IV of the Convention.
45- وفقا لتحليل استعراضات التقييم الذاتي، تشمل أشكال المساعدة التقنية المطلوبة الأكثر شيوعا ما يلي: المشورة القانونية، والتوجيه التشريعي، والخبرة الفنية في الصياغة لتيسير تعزيز التشريعات ذات الصلة بغية ضمان الامتثال لأحكام الفصلين الثالث والرابع من الاتفاقية.

In addition to the above-mentioned areas of country-level technical assistance, there will undoubtedly be additional areas of technical assistance requested in order to ensure compliance with the provisions of chapters III and IV of the Convention.
47- وإضافة إلى المجالات المذكورة أعلاه للمساعدة التقنية على الصعيد القطري، ستكون هناك بلا شك مجالات إضافية من المساعدة التقنية المطلوبة من أجل ضمان الامتثال لأحكام الفصلين الثالث والرابع من الاتفاقية.

(c) Legislative support: As identified above, one of the most common requests for technical assistance is for legal advice, legislative guidance and drafting expertise to facilitate the strengthening of relevant legislation to ensure compliance with chapters III and IV of the Convention.
(ج) الدعم التشريعي: كما سبق ذكره أعلاه، فإنَّ من أكثر طلبات التماس المساعدة التقنية هو الحصول على المشورة القانونية والتوجيه التشريعي والخبرة الفنية في الصياغة لتيسير تعزيز التشريعات ذات الصلة بغية ضمان الامتثال لأحكام الفصلين الثالث والرابع من الاتفاقية.

Taking note of the thematic reports on the implementation of chapters III and IV of the Convention prepared by the secretariat in its resolution 4/1, the Conference invited States parties to be guided, bearing in mind paragraph 8 of the terms of reference, by the experience that was being accumulated through those reports in their efforts to implement their obligations under the Convention.
وقد أحاط المؤتمر علماً، في قراره 4/1، بالتقريرين المواضيعيين المتعلقين بتنفيذ الفصلين الثالث والرابع من الاتفاقية اللذين أعدتهما الأمانة، ودعا الدولَ الأطراف إلى أن تسترشد بالخبرة التي تراكمت من خلالهما في جهودها الرامية إلى تنفيذ الالتزامات التي تفرضها عليها الاتفاقية، آخذة في اعتبارها الفقرة 8 من الإطار المرجعي.
