In that arduous context, the Special Committee must continue its work so that the international community did not forget its responsibility to alleviate the plight of the Palestinians and other Arabs in the occupied territories.

The suffering of the Palestinians and other Arabs of the occupied territories would only increase as long as Israel continued to occupy their territories.
وأشار إلى أن معاناة الفلسطينيين وغيرهم من السكان العرب في الأراضي المحتلة سوف تزداد اطراداً طالما استمرت إسرائيل في احتلال أراضيهم.

Nevertheless, the Special Committee was able to collect sufficient material and evidence regarding the dire human rights situation in OPT affecting Palestinians and other Arabs.

21. During the second Intifada, a rare peak of anger, frustration, violence and despair was expressed by the Palestinians and other Arabs in the occupied territories, which left the international community helpless for a long time.
21 - وخلال الانتفاضة الثانية، بلغ التعبير عن الغضب والإحباط والعنف واليأس ذروته لدى الفلسطينيين وغيرهم من العرب في الأراضي المحتلة، وهو أمر وقف المجتمع الدولي حياله عاجزا لوقت طويل.

26. Most of the witnesses explained at length that the main problem currently faced by the Palestinians and other Arabs living in the occupied territories was the increased military occupation of their homeland by Israeli forces.

91. Another matter of concern for the Special Committee is the more and increasingly evident policy of the Israelis to control access to and use of water in the Occupied Palestinian Territory and the occupied Golan at the expense of Palestinians and other Arabs living in these areas.
91 - ومن بين الشواغل الأخرى التي تشغل بال اللجنة الخاصة السياسة الإسرائيلية التي تتضح أكثر فأكثر والتي ترمي إلى التحكم في عمليتي الاستفادة من المياه واستخدامها في الأرض الفلسطينية المحتلة والجولان المحتل على حساب الفلسطينيين وغيرهم من العرب الذين يعيشون في هاتين المنطقتين.

95. Many witnesses led the Special Committee to understand that the Palestinians and other Arabs have seen their living conditions as coming close to those prevailing in a prison, and school attendance by children has become increasingly hazardous and dangerous.
95 - وبيَّن عدة شهود للجنة الخاصة أن الفلسطينيين وغيرهم من العرب يعيشون في ظروف تقترب من الظروف السائدة في السجون وأن ذهاب الأطفال إلى المدارس ينطوي على مخاطر متزايدة.

It noted that Lebanon hosted a large number of Palestinian and other refugees residing and acknowledged the steps that were taken by Lebanon in cooperation with UN agencies to ensure a decent life for the refugees.
وأشارت إلى أن لبنان يستضيف عدداً كبيراً من الفلسطينيين وغيرهم من اللاجئين المقيمين فيه، وأشادت بالخطوات التي يتخذها لبنان بالتعاون مع وكالات الأمم المتحدة لضمان حياة لائقة للاجئين.

21. Another problem in the occupied territories was Israel’s discriminatory policy against the Palestinian and other Arab population with regard to water supply.
٢١ - وقال إن هناك مشكلة أخرى في اﻷراضي المحتلة هي سياسة إسرائيل التمييزية ضد الفلسطينيين وغيرهم من السكان العرب بالنسبة ﻹمدادات المياه.

The security of Israel can best be guaranteed not by perpetrating gross injustices on the Arab people but by pursuing a policy of good-neighbourliness. Israel must have the courage to go beyond the confines of its self-centred and cloistered notion of security and its so-called military logic and instead build an effective partnership with its Palestinian and other neighbours.
إن ضمان أمن اسرائيل على أحسن وجه لن يتحقـق بارتكاب المظالم الفادحة ضد الشعب العربي ولكن باتباع سياسة تقوم على حسن الجوار ويجب على اسرائيل أن تتحلى بالشجاعة اللازمة لتتجاوز حدود فكرتهــا اﻷنانيــة المنغلقة عن اﻷمن وتتخطى ما يسمى بمنطقها العسكري، وأن تبني بدلا من ذلك شراكة فعالة مع جيرانها الفلسطينيين وغيرهم.

By the same token, we believe that the Government and people of Israel should recognize that the Palestinians and others feel equally strongly about the city.
وعلــى هذا اﻷساس نعتقد أنه يتعين على إسرائيل حكومــة وشعبــا أن تدرك أن الفلسطينيين وغيرهم لديهم نفس التعلق بالمدينة.
