وبعد تدقيق القوائم المصنفة ثبت وجود مواد هذه العقود في القائمة المصنفة ومنها على سبيل المثال لا الحصر:

وهناك نسخة يجري إتاحتها للجنة من القائمة المصنفة لﻹمدادات والسلع التي صحبت خطة التوزيع التي قدمتها حكومة العراق.

فلا أدري كيف يجرؤ ذلك المندوب على الكذب على اللجنة وعلى السكرتارية بالقول بأنهما غير موجودتين في القائمة المصنفة للمواد ونفس الشيء يسري على العقود الطبية أيضا.

Wheat and sugar, to take a glaring example, are basic items in the categorized list, and the United States representative has approved contracts for their supply to Iraq in the past. They are basic to the ration allotment that is distributed by the Ministry of Trade.
إن الحنطة والسكر، كمثال صارخ، مادتان أساسيتان في القائمة المصنفة وقد وافق المندوب اﻷمريكي على عقود لتجهيز تلك المادتين إلى العراق في مناسبات سابقة وهما يشكلان أساس البطاقة التموينية التي توزعها وزارة التجارة.

The representative of the United States has also placed on hold a significant number of contracts for medical supplies, more than 40 of them, on the grounds that the items included in these contracts do not appear in the categorized list annexed to the purchase and distribution plan.
لقد قام مندوب الولايات المتحدة أيضا بتعليق عدد مهم من العقود الطبية بلغ أكثر من )٤٠( أربعين عقدا بذريعة عدم وجود مواد هذه العقود في القائمة المصنفة الملحقة بخطة الشراء والتوزيع.

وبالمثل، تتضمن القائمة المصنفة بنودا معينة ينبغي إخطار الوحدة المشتركة المنشأة بقرار مجلس اﻷمن ١٠٥١ )١٩٩٦( بتصديرها الى العراق وذلك ﻷن هذه البنود ستخضع للرصد بسبب إمكان استعمالها المزدوج ﻷغراض مدنية أو ﻷغراض محظورة بموجب قرار مجلس اﻷمن ٦٨٧ )١٩٩١( وغيره من القرارات ذات الصلة.

When we sent to the secretariat of the 661 Committee a photocopy of the page of the categorized list on which the item appears, thus proving beyond any doubt that the item is indeed included in the aforesaid list, the representative of the United States of America again objected to the item being supplied on the grounds that the quantity ordered was greater than that stated in the list.
وبعد أن قمنا بإرسال نسخة مصورة من الصفحة التي تحتوي على تلك المادة في القائمة المصنفة إلى أمانة اللجنة المذكورة، والتي تثبت بدليل لا يقبل الشك وجود تلك المادة في القائمة آنفة الذكر، عاد مندوب الولايات المتحدة اﻷمريكية للاعتراض على تجهيز تلك المادة على أساس أن الكمية المتعاقد عليها أكبر من الكمية المثبتة في تلك القائمة.

وقد أوصيتم في الرسالة أعلاه مجلس اﻷمن بأن يسمح للعراق باستيراد قطع غيار ومعدات بقيمة )٣٠٠( مليون دولار وفق القوائم التي أعدتها الجهات العراقية المختصة بالتنسيق مع الفريق الفني والتي أدخلت في القائمة المصنفة لخطة الشراء والتوزيع - المرحلة الرابعة التي صادق عليها سيادتكم في ٢٩ أيار/ مايو ١٩٩٨.

Paragraph 24 [i.e. 33] of the procedures adopted by the Committee established by resolution 661 (1990) for the implementation of the Programme (S/1996/636) states that, before it is submitted to the Committee, " experts in the Secretariat examine each contract, in particular the details of price and value, and whether the items to be exported are on the categorized list " submitted by Iraq and approved by the Secretary-General.
لقد نصت الفقرة (24) من لائحة الإجراءات التي اعتمدتها لجنة مجلس الأمانة المنشأة بموجب القرار 661 بخصوص تنفيذ هذا البرنامج (الوثيقة S/1996/636) على (أن يقوم خبراء الأمانة العامة بدراسة العقود قبل تقديمها إلى لجنة 661 ولا سيما التفاصيل المتعلقة بالسعر والقيمة وما إذا كانت الأصناف المنوي تصديرها مدرجة في القائمة المصنفة للسلع التي قدمها العراق ووافق عليها الأمين العام).
