While the focus of the international response must be to provide humanitarian assistance to enable affected populations to recover from the devastation of their lives and homes, the occurrence of a natural disaster of the scale of this tsunami underlines the necessity of examining the issue of vulnerability and early warning for natural and environmental disasters and their environmental consequences.
