I should like at the outset, on behalf of the Conference, to welcome the Under—Secretary for Legal and International Affairs of the Ministry of Foreign Affairs of the Islamic Republic of Iran, Dr. Mohammad Javad Zarif, who will be the first speaker this morning.
وأود بادئ ذي بدء أن أرحب بالنيابة عن المؤتمر بالأمين المساعد للشؤون القانونية والدولية لوزارة خارجية جمهورية إيران الإسلامية الدكتور محمد جواد ظريف الذي سيكون أول متحدث هذا الصباح.

I now invite the Under—Secretary for Legal and International Affairs of the Ministry of Foreign Affairs of the Islamic Republic of Iran, Dr. Mohammad Javad Zarif, to make his statement.

الرئيس أشكر الأمين المساعد للشؤون القانونية والدولية لوزارة خارجية جمهورية إيران الإسلامية على البيان الذي أدلى به وعلى العبارات الرقيقة التي وجهها إلى الرئاسة.

The Deputy Minister of Legal and International Affairs said that there was no legal prohibition on the construction of Sunni places of worship, that the Sunni community was few in number in Tehran and that it had no difficulty in praying in Shiite mosques.
وأوضح نائب وزير الشؤون القانونية والدولية أنه لا يوجد أي حظر قانوني تجاه بناء أماكن عبادة سنيﱠة، وان الطائفة السنيﱠة هي ضعيفة عددياً في طهران، وانها لا تلاقي أي صعوبة في الصلاة في المساجد الشيعية.

The coordinating or central authority designated by the Government of Mexico in such agreements is the Office of the Attorney-General, which receives requests through its Deputy Attorney-General's Office for Legal and International affairs.
وإن السلطة المنسقة أو المركزية التي تحددها حكومة المكسيك في هذه الاتفاقات هي مكتب المدعي العام الذي يتلقى الطلبات عن طريق مكتب نائب المدعي العام المعني بالشؤون القانونية والدولية.

The establishment of peace in the Middle East requires the use of every convincing measure in order to make Israel accept and implement its Legal and International obligations towards the Palestinian Authority, including withdrawal from the West Bank in accordance with the Oslo, Washington and Cairo accords.
إن إقامة السلام في منطقة الشرق اﻷوسط تستوجب استخدام كل وسائل اﻹقناع اللازمة لحمل الحكومة اﻹسرائيلية على قبول وتنفيذ التزاماتها القانونية والدولية تجاه السلطة الوطنية الفلسطينية، والانسحاب من الضفة الغربية، وفق ما أقرته اتفاقات أوسلو وواشنطن والقاهرة.

At the outset, I would like warmly to welcome our two distinguished speakers today, the Minister for Foreign Affairs of Pakistan, His Excellency Mr. Abdul Sattar, and the Deputy Foreign Minister for Legal and International Affairs of the Islamic Republic of Iran, His Excellency Mr. Javad Zarif, who will address the Conference.
أود بداية أن أرحب ترحيباً حاراً بالمتحدثين الموقرين اللذين سيخاطبان المؤتمر اليوم، وهما وزير الشؤون الخارجية في باكستان، سعادة السيد عبد الستار ونائب وزير الخارجية للشؤون القانونية والدولية في جمهورية إيران الإسلامية، سعادة السيد جواد ظريف.

At the 246th meeting, the observer of the Islamic Republic of Iran expressed serious concern and strong protest regarding delays and the subsequent denial of a United States entry visa for Mr. Mohammad Mehdi Akhondzadeh Basti, Deputy Minister for Legal and International Affairs of the Islamic Republic of Iran.
14 - في الجلسة 246، أعرب المراقب عن جمهورية إيران الإسلامية عن انـزعاجه واحتجاجه الشديدين إزاء التأخّر في الردّ على طلبات إصدار تأشيرة دخول إلى الولايات المتحدة للسيّد محمد مهدي أخوند زاده باستي، نائب وزير الشؤون القانونية والدولية لجمهورية إيران الإسلامية، ثمّ رفْض هذه الطلبات.

It is to be noted that the declaration does not deal with instances of total succession which occurs in cases where the territory of an existing State is annexed or absorbed by another existing State, a situation in which the Legal and International personality of the first State is terminated. Consequently, the provisions of the declaration lack any legal regulation of the problems of nationality in such instances.
ومن الملاحظ أن الإعلان لم يتعرض لحالات الاستخلاف الكلي والذي يأتي في أحوال الضم أو الابتلاع الكامل لإقليم دولة قائمة، من قبل دولة قائمة أخرى، الأمر الذي تنقضي فيه كليا الشخصية القانونية والدولية للدولة الأولى، ومن ثم خلت أحكام الإعلان من أي تنظيم قانوني لإشكاليات الجنسية في ظل هذه الأحداث.
