The use of physical or mental torture at the time of arrest or during detention or imprisonment is designated as an offence which is not time-barred from prosecution and anyone who practises, orders or participates in torture will be punished.
ويعتبر التعذيب الجسدي أو النفسي عند القبض أو الاحتجاز أو السجن جريمةً لا تسقط بالتقادم ويعاقب عليها كل من يمارسها أو يأمر بها أو يشارك فيها.

Corporal or mental torture at the time of arrest or during the period of detention is designated as a criminal offence which cannot be time-barred from prosecution. Any person found guilty of such an offence shall be punished (art. 47). The enforcement of penalties may not be effected except by unlawful means (art. 49).
