96. The Government of Mauritius has signed an agreement with the European Union to accept for prosecution persons suspected of committing piracy on the high seas off the territorial seas of Mauritius, Madagascar, the Comoros, Seychelles and Reunion Island.
96 - وقّعت حكومة موريشيوس اتفاقا مع الاتحاد الأوروبي يسمح بمحاكمة الأشخاص المشتبه في ارتكابهم أعمال القرصنة في أعالي البحار قبالة المياه الإقليمية لموريشيوس ومدغشقر وجزر القُمر وسيشيل وجزيرة ريونيون.

In this regard, piracy on the high seas may be currently contained, but the networks or individuals that have controlled piracy can easily shift away from or back to piracy in pursuit of prospective returns on investments that can result from the relaxation of private security measures and the withdrawal of international naval forces.

239. National reports presented at the Singapore seminar indicated that some coastal States are not in a position to arrest and prosecute in cases of piracy on the high seas because they have no provisions in their domestic legislation to do so (MSC 71/15/4).
٢٣٩ - وأفادت التقارير الوطنية المقدمة في الحلقة الدراسية المعقودة بسنغافورة أن بعض الدول الساحلية ليست في موقف يمكنها من توقيف ومقاضاة المتورطين في حالات القرصنة في أعالي البحار ﻷن تشريعاتها الوطنيــة لا تتضمــن أحكاما تخول لها ذلك )MSC 71/15/4(.

45. The application of universal jurisdiction in cases of piracy on the high seas had traditionally been accepted under customary international law and had subsequently been established under treaty rules; his delegation noted with interest the experience of one Member State in that regard.
