19. In its resolution 1999/78, para. 38, the Commission on Human Rights recommends that the issue of universal ratification of the International Convention on the Elimination of All Forms of Racial Discrimination as well as the reservations thereto and the question of recognition of the competence of the Committee on the Elimination of Racial Discrimination to receive individual complaints be considered at the World Conference.
١٩ - وأوصت لجنة حقوق اﻹنسان، في الفقرة ٣٨ من قرارها ١٩٩٩/٧٨، بأن ينظر المؤتمر في مسألة تصديق جميع الدول على الاتفاقية الدولية للقضاء على جميع أشكال العنصرية والتمييز العنصري والتحفظات المقدمة على هذه الاتفاقية ومسألة الاعتراف باختصاصات لجنة القضاء على التمييز العنصري في تلقي شكاوى من اﻷفراد.

3. ٣ - تدعو الدول الخليفة الى النظر في أهمية إصدار اعلان بموجب الفقرة ١ من المادة ١٤ من الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري، تعترف فيه باختصاص لجنة القضاء على التمييز العنصري في تلقي رسائل من اﻷفراد والنظر فيها؛

The Federal Republic of Germany hereby declares that pursuant to article 14, paragraph 1, of the Convention, it recognizes the competence of the Committee on the Elimination of Racial Discrimination to receive and consider communications from individuals or groups of individuals within its jurisdiction claiming to be victims of a violation by the Federal Republic of Germany of any of the rights set forth in this Convention.

95. The Committee urges the State party to make the declaration provided for in article 14 of the Convention, thus recognizing the competence of the Committee on the Elimination of Racial Discrimination to receive and consider communications from individuals or groups of individuals (art. 14).
