54. Recognizing the high costs of research in biotechnology, several existing agricultural research institutes have strengthened or initiated new biotechnology programmes to address the common elements of research and development as well as the training needs of developing countries in many areas outlined under programme area E, with support from financial institutions, foundations and, to a lesser extent, the private business sector.
