The strategy focuses on a set of principles, including those set out by the World Summit on the Information Society, as well as the requirements of the Arab situation and the rapid development in ICT.
ارتكزت الاستراتيجية على مجموعة من المبادئ ومنها المبادئ التي أرستها القمة العالمية حول مجتمع المعلومات، بالإضافة إلى متطلبات الواقع العربي والتطور المتسارع لتكنولوجيا الاتصالات والمعلومات.

TAKING INTO CONSIDERATION the decisions of the World Summit on Sustainable Development as well as principles of the UN Millennium Declaration regarding solutions to environmental problems;

كما أبرزوا أهمية المشاركة الفعالة من جانب تمثيل متساوي وفاعل عن البلدان النامية في تطبيق نتائج القمة العالمية حول مجتمع المعلومات، بما فيها المنتدى الخاص بإدارة الإنترنت وزيادة التعاون.

The convening of the two phases of the World Summit on the Information Society (Geneva, 2003 and Tunis, 2005) gave an exceptional impetus to the process of building the information society at national and international levels and helped greatly to increase the awareness of governments and other stakeholders of the importance of ICT for development.
ولقد أعطى انعقاد القمة العالمية حول مجتمع المعلومات بمرحلتيها في جنيف 2003 وتونس 2005 زخما استثنائيا لعملية بناء مجتمع المعلومات على المستويات الوطنية والدولية، وأسهم بشكل كبير في زيادة وعى الحكومات وبقية أصحاب المصلحة بأهمية تكنولوجيا الاتصالات والمعلومات للتنمية.

This document was formulated as a framework for the regional development of ICT in the Arab States, taking into consideration regional and international developments relating to the information society, in particular the outputs of the two phases of the World Summit on the Information Society (Geneva, 2003 and Tunis, 2005).
ولقد صيغت هذه الوثيقة لتكون إطارا للتنمية الإقليمية لتكنولوجيا الاتصالات والمعلومات في الدول العربية، أخذة في الاعتبار التطورات الإقليمية والدولية ذات الصلة بمجتمع المعلومات وعلى وجه الخصوص مخرجات القمة العالمية حول مجتمع المعلومات بمرحلتيها في جنيف 2003 وتونس 2005.

The strategy focuses on the principles adopted by the World Summit on the Information Society and aims to enable Arab States and societies to participate effectively with the international community in building a universal information society with a developmental approach placing man at the centre of its concerns, on the basis of the goals and principles of the Charter of the United Nations and in accordance with the summit resolution.
ترتكز هذه الاستراتيجية على المبادئ التي أقرتها القمة العالمية حول مجتمع المعلومات، وتهدف إلى تمكين الدول والمجتمعات العربية للإسهام بفاعلية مع المجتمع الدولي لبناء مجتمع معلومات جامع وذي توجه تنموي ويضع الإنسان في صميم اهتماماته على أسس أهداف ومبادئ ميثاق الأمم المتحدة وفقا لما أقرته القمة.

It is extremely important to maintain a strong degree of linkage between this strategy and mechanisms for its implementation, and the international quarters charged with implementation of the resolutions of the World Summit on the Information Society to ensure continued openness to the mechanisms and efforts of the various partners in the international community.
من الأهمية بمكان الحفاظ على درجة وثيقة من الارتباط بين هذه الاستراتيجية وآليات تنفيذها وبين المحافل الدولية المنوط بها تنفيذ مقررات القمة العالمية حول مجتمع المعلومات كأمر هام وضروري لضمان الانفتاح الدائم على آليات وجهود مختلف الشركاء في المجتمع الدولي.

447.1 Work for the full implementation and follow-up of the outcomes of both phases of the World Summit on the Information Society (WSIS), and in this context, promote effective and equitable participation of NAM countries in this process;

6. At its 5th meeting, on 14 May, the Commission held a substantive discussion on the progress made in the implementation of the outcomes of the World Summit on the Information Society, pursuant to paragraph 47 of Economic and Social Council resolution 2013/9.
