The Secretary-General has not met the requirements of resolution 1559 (2004), because paragraph 2 of the resolution has not been implemented. That paragraph explicitly calls for the withdrawal of the remaining foreign forces from Lebanon, specifically Israeli forces.
كما أن الأمانة العامة لم تفِ بمتطلبات القرار 1559 (2004)، حيث لم يتمّ عكس الفقرة العاملة الثانية من هذا القرار التي تنص صراحة على انسحاب القوات الأجنبية المتبقية في لبنان، وهي هنا حصرا تعني القوات الإسرائيلية.

During that reporting period, the Secretary-General and his Special Envoy, on his behalf, concentrated their efforts on the provisions of the resolution calling for the withdrawal of all remaining foreign forces from Lebanon and for the strict respect of the sovereignty, territorial integrity, unity and political independence of Lebanon, particularly through the conduct of free and credible parliamentary elections.

On 2 September 2004, the Security Council had adopted its resolution 1559 (2004), which, among other provisions, called upon " all remaining foreign forces to withdraw from Lebanon " and declared " its support for a free and fair electoral process in Lebanon's upcoming presidential elections conducted according to Lebanese constitutional rules devised without foreign interference or influence " .

By resolution 1559 (2004), the Council, inter alia, reaffirmed its call for the strict respect of the sovereignty, territorial integrity, unity and political independence of Lebanon under the sole and exclusive authority of the Government of Lebanon, called upon all remaining foreign forces to withdraw from Lebanon, and called for the disbanding and disarmament of all Lebanese and non-Lebanese militias.
وبموجب القرار 1559 (2004)، أعاد المجلس، من بين أشياء أخرى، تأكيد دعوته إلى الاحترام التام لسيادة لبنان وسلامته الإقليمية ووحدته واستقلاله السياسي تحت سلطة حكومة لبنان وحدها دون منازع وطلب إلى جميع القوات الأجنبية المتبقية الانسحاب من لبنان ودعا إلى حل جميع الميليشيات اللبنانية وغير اللبنانية ونزع سلاحها.
