The Committee recommends that the State party adopt specific legislation classifying as a punishable act any dissemination of ideas based on notions of superiority or racial hatred, incitement to racial discrimination, and violent acts directed against indigenous peoples and persons of African descent in the State party.

The Committee urges States to strengthen their national legislation and ensure that it is fully compliant with article 4 of the Convention and that all forms of dissemination and incitement to racial hatred are punished, including material disseminated through the Internet.
12- وتحثّ اللجنة الدول على تعزيز تشريعاتها الوطنية والتأكّد من أنها تمتثل تماماً للمادة 4 من الاتفاقيّة وأنّ جميع أشكال الترويج والحثّ على الكره العنصري يعاقب عليها، بما فيها المواد التي تنشر عبر الإنترنت.
