During the reporting period, the Board introduced a framework for monitoring the performance of DOEs.
وخلال الفترة المشمولة بالتقرير، قدّم المجلس إطاراً لرصد أداء الكيانات التشغيلية المعيّنة.

Therefore, the Board, through its management plan, mandated the secretariat to work closely with the DOEs to improve the quality of their submissions.
لذا كلّف المجلس الأمانة، استناداً إلى خطة إدارته، بالتعاون على نحو وثيق مع الكيانات التشغيلية المعيّنة لتحسين نوعية بياناتها.

65. The Board adopted the revised " Guidelines for the preparation of the annual activity report by a DOE to the Executive Board " .

The Conference also requested the Executive Board of the Mechanism to implement the concept of materiality and report on the experience gained in its implementation, and to increase its interaction with designated operational entities in order to facilitate a uniform interpretation and application of that concept.
وطلب المؤتمر إلى المجلس التنفيذي للآلية أيضا تطبيق مفهوم الأهمية النسبية وأن يوافيه بتقرير عن تجربة تطبيق هذا المفهوم وأن يقوم بزيادة التفاعل مع الكيانات التشغيلية المعيّنة بغية تيسير توحيد تفسير وتطبيق هذا المفهوم.

Other interventions included a CDM and JI joint workshop, a CDM round table and three workshops with the technical staff of designated operational entities.

Reiterates its request to the Executive Board to develop and apply, as a priority, a system for continuous monitoring of the performance of designated operational entities and a system to improve the performance of these entities and to report on the implementation of these systems to the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol at its sixth session;
17- يعيد تأكيد طلبه إلى المجلس التنفيذي أن يضع ويطبق، على سبيل الأولوية، نظاماً للرصد المستمر لأداء الكيانات التشغيلية المعيّنة ونظاماً لتحسين أداء هذه الكيانات، وأن يقدم تقريراً عن تنفيذ هذين النظامين إلى مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في بروتوكول كيوتو في دورته السادسة؛

Requests the Executive Board to adopt measures to increase capacity and improve performance of designated operational entities, including systems to promote improved levels of training for auditors involved in validating and verifying activities;
19- يطلب إلى المجلس التنفيذي أن يعتمد تدابير لرفع قدرات الكيانات التشغيلية المعيّنة وتحسين أدائها، بما يشمل وضع نظم لتشجيع بلوغ مستويات أفضل في تدريب مراجعي الحسابات المشاركين في أنشطة التصديق والتحقق؛

(b) To increase its interaction with designated operational entities in order to facilitate a uniform interpretation and application of the concept of materiality by developing guidance, inter alia, on how to calculate the thresholds and on what should be done if the materiality thresholds are surpassed, with the overall view of increasing transparency and efficiency and reducing costs;
(ب) زيادة التفاعل مع الكيانات التشغيلية المعيّنة بغية تيسير توحيد تفسير وتطبيق مفهوم الأهمية النسبية عن طريق وضع توجيهات تتعلق بجملة أمور منها كيفية حساب العتبات وما ينبغي فعله عند تجاوز عتبات الأهمية النسبية، وذلك من أجل السعي بصورة عامة إلى زيادة الشفافية والكفاءة وخفض التكاليف؛

Requests the Executive Board to adopt a procedure for designated operational entities to provide the secretariat with information on the number of project activities under validation or verification per qualified auditor, and the time frames and average fees for the validation and verification of clean development mechanism project activities hosted in developing countries, divided by region;
20- يطلب إلى المجلس التنفيذي أن يعتمد إجراءً تُقدِّم من خلاله الكيانات التشغيلية المعيّنة إلى الأمانة معلومات عن عدد أنشطة المشاريع قيد التصديق والتحقق بالنسبة إلى كل مراجع حسابات مؤهل، وعن آجال التصديق والتحقق ومتوسط الرسوم المدفوعة بشأنهما في أنشطة مشاريع آلية التنمية النظيفة التي تستضيفها البلدان النامية، مفصلة بحسب المناطق؛

Introducing a requirement that designated operational entities indicate the work they are undertaking on projects originated in these countries as part of their annual activity reports and ensure that this item be included in the subsequent synthesis report presented by the secretariat to the Executive Board for appropriate follow-up;
(ب) اعتماد شرط يقتضي أن تبين الكيانات التشغيلية المعيّنة ما تقوم به من عمل في سياق المشاريع التي يكون منشؤها في هذه البلدان كجزء من تقاريرها السنوية المتعلقة بالأنشطة، وضمان إدراج هذا البند في التقارير التوليفية اللاحقة التي تقدمها الأمانة إلى المجلس التنفيذي توخياً لما يلزم من متابعة؛

The purpose of these events is to enhance the interaction and communication with CDM stakeholders and project participants without going through the DOEs.
والغرض من هذه الأنشطة هو تعزيز التفاعل والتواصل مع أصحاب المصلحة في آلية التنمية النظيفة والمشاركين في المشاريع دون أن يكون ذلك من خلال الكيانات التشغيلية المعيّنة.

54. The Board is continuing its work on the " Validation and verification standard " (VVS), consolidating existing requirements applicable to DOEs contained in various CDM documents as well as new requirements for which the Board provided guidance at its previous meetings.
54- ويواصل المجلس عمله المتعلق ب " معيار المصادقة والتحقق " موحداً المتطلبات الحالية السارية على الكيانات التشغيلية المعيّنة والواردة في مختلف وثائق آلية التنمية النظيفة وكذا المتطلبات الجديدة التي قدم المجلس إرشادات بشأنها في اجتماعاته السابقة.

44. The Board also addressed the matter of the liability of the DOEs for excess issuance of CERs in the context of the validation and verification activities which they have carried out.
44- وتناول المجلس أيضاً مسألة مسؤولية الكيانات التشغيلية المعيّنة عن إصدار وحدات خفض معتمد زائدة في سياق أنشطة التصديق والتحقق التي نفذتها.

The Board noted that while the DOEs provide the service to the Board of assessing the validity of project participants' proposed activities and establishing the amount of certified emission reductions (CERs) to be issued, they are in a contractual relationship with the project participants.
8- ولاحظ المجلس أنه على الرغم من أن الكيانات التشغيلية المعيّنة تقدم إلى المجلس خدمات تقييم صلاحية الأنشطة التي يقترحها المشاركون في المشاريع وتحديد كمية وحدات خفض الانبعاثات المعتمدة الواجب إصدارها، فهي تربطها علاقة تعاقدية بالمشارِكين في المشاريع.

The Board will continue to take measures to avoid deliverables of the DOEs being compromised by potential conflict of interest, such as through the establishment of the registration and issuance team, as well as through enhanced dialogue, the DOE forum and coordination workshops.
9- وسيواصل المجلس اتخاذ التدابير لتجنُّب إضعاف الخدمات التي تقدمها الكيانات التشغيلية المعيّنة بسبب ما قد ينشأ من تضارب في المصالح من خلال إنشاء فرقة التسجيل والإصدار على سبيل المثال، وكذلك من خلال تعزيز الحوار، ومن خلال محفل الكيانات التشغيلية المعيّنة وحلقات العمل الخاصة بالتنسيق.

(b) The publication and appraisal of determination and verification reports submitted by AIEs (including DOEs acting provisionally as AIEs) in relation to specific projects;
(ب) إصدار وتقييم تقارير الاستنتاجات والتحقق التي تقدمها الكيانات المستقلة المعتمدة (بما فيها الكيانات التشغيلية المعيّنة التي تتصرف بصفة مؤقتة ككيانات مستقلة معتمدة) فيما يتصل بمشاريع محددة؛

46. The JISC continued its regular interaction with applicant IEs and AIEs by encouraging them to provide written inputs and by inviting the Chair of the DOE/AIE Coordination Forum to each JISC meeting.
46- وواصلت لجنة الإشراف تحاورها المنتظم مع الكيانات المستقلة المترشحة والكيانات المستقلة المعتمدة من خلال تشجيعها على تقديم إسهامات مكتوبة وتوجيه دعوة إلى رئيس منتدى التنسيق بين الكيانات التشغيلية المعيّنة والكيانات المستقلة المعتمدة لحضور كل اجتماع من اجتماعات لجنة الإشراف.

The JISC continued its regular interaction with applicant IEs and AIEs by encouraging them to provide written inputs and by inviting the Chair of the DOE/AIE Coordination Forum to JISC meetings, to the round-table consultation and to the JI technical workshop, referred to in paragraphs 51 and 52 above.
58- وواصلت لجنة الإشراف تحاورها المنتظم مع الكيانات المستقلة المترشحة والكيانات المستقلة المعتمدة من خلال تشجيعها على تقديم إسهامات مكتوبة وتوجيه دعوة إلى رئيس منتدى التنسيق بين الكيانات التشغيلية المعيّنة والكيانات المستقلة المعتمدة لحضور اجتماعات لجنة الإشراف ومشاورات المائدة المستديرة وحلقات العمل التقنية الخاصة بالتنفيذ المشترك، المشار إليها في الفقرتين 51 و52 أعلاه.
