78. The Special Rapporteur has previously noted her view that the adoption of the Amnesty Law on 25 September 1996 was a positive step for both the return of Croatian Serb refugees and the peaceful reintegration of the Eastern Slavonia region into the rest of Croatia.

15. For its part, UNHCR has only been able to facilitate the return of some 550 Croatian Serb refugees from the Federal Republic of Yugoslavia to Croatia since June 1996.

54. The new Law on Amnesty, passed by the Parliament on 25 September 1996, has been hailed by most observers as a significant step towards both the return of Croatian Serb refugees and the peaceful reintegration of the region of Eastern Slavonia into the rest of the country.
٤٥- رحب معظم المراقبين بقانون العفو الجديد الذي أقره البرلمان في ٥٢ أيلول/سبتمبر ٦٩٩١ بوصفه خطوة هامة نحو عودة اللاجئين الصرب الكرواتيين واعادة ادماج منطقة سلافونيا الشرقية في بقية البلد ادماجا سلمياً.

At the end of 1995, the Croatian Government took a positive step towards encouraging the return of Croatian Serb refugees to the former Sectors when it suspended the time-limit within which Croatian Serbs would have been required to file claims to property abandoned during last summer's military operations.

As observed in previous reports of the Special Rapporteur, the adoption of a Law on General Amnesty on 25 September 1996 was a positive, confidence-building step both for the return of Croatian Serb refugees and for the peaceful reintegration of the Eastern Slavonia region into the rest of Croatia.
٠٠١ - كما سبقت اﻹشارة إليه في تقارير المقررة الخاصة، فإن إصدار قانون العفو العام المؤرخ ٥٢ أيلول/سبتمبر ٦٩٩١ يشكل خطوة إيجابية ومعززة للثقة سواء لعودة اللاجئين الصرب الكرواتيين أو ﻹعادة الدمج السلمي لمنطقة سلافونيا الشرقية في بقية كرواتيا.

97. While the resettlement of Croatian refugees and displaced persons has advanced, the Special Rapporteur believes that additional progress must be made in the return of Croatian Serb refugees now in the Federal Republic of Yugoslavia and Bosnia and Herzegovina.

While the law provided that such takeovers would not prejudice ownership rights, the hasty procedure by which it would have permitted displaced persons in Croatia, a majority of whom are Croat, to move into properties owned by Croatian Serbs contributed to a climate widely perceived as hostile to the return of Croatian Serb refugees.
