1. On 12 December 1997, the General Assembly adopted resolution 52/101, in which it noted that despite all the efforts made so far, the situation of refugees and displaced persons in Africa remains precarious.
١ - اتخذت الجمعية العامة في ١٢ كانون اﻷول/ ديسمبر ١٩٩٧ القرار ٥٢/١٠١ الذي لاحظت فيه أنه على الرغم من جميع الجهود التي بذلتها حتى اﻵن لا تزال حالة اللاجئين والمشردين في أفريقيا محفوفة بالخطر.

81. Despite its limited resources, UNHCR in collaboration with the United Nations system and other partners, will continue to protect and provide assistance to refugees and displaced persons in Africa.
81 - وعلى الرغم مما يتوفر لمفوضية الأمم المتحدة لشؤون اللاجئين من موارد محدودة، فإنها ستستمر، بالتعاون مع منظومة الأمم المتحدة والشركاء الآخرين، في حماية اللاجئين والمشردين في أفريقيا وتقديم المساعدة إليهم.

105. Dwindling funds for humanitarian emergencies and protracted refugee situations in Africa meanwhile reconfirmed the need for joint planning and pooling of resources to achieve adequate standards of protection and, wherever possible, durable solutions for refugees and displaced persons in Africa.

46. Mr. Martins (Angola), speaking on behalf of the Southern African Development Community (SADC), said that while efforts had been made to tackle the root causes of the problem of refugees and displaced persons in Africa, the region still accounted for about a third of the global refugee population.

As requested in a resolution adopted at the OAU Council of Ministers and Assembly of Heads of State and Government sessions in Harare in 1997, UNHCR has collaborated and will continue to cooperate with OAU in the preparations for the OAU Commission on Refugees Ministerial Meeting on refugees and displaced persons in Africa, scheduled to be held in Khartoum in December 1998.
واستجابة للطلب الوارد في قرار اتخذته دورتان لمجلس وزراء ومجلس رؤساء دول وحكومات منظمة الوحدة اﻷفريقية في هراري في عام ١٩٩٧، تعاونت المفوضية، وستواصل التعاون، مع منظمة الوحدة اﻷفريقية في اﻷعمال التحضيرية للاجتماع الوزاري للجنة المعنية باللاجئين التابعة لمنظمة الوحدة اﻷفريقية بشأن اللاجئين والمشردين في أفريقيا المقرر عقده في الخرطوم في كانون اﻷول/ ديسمبر ١٩٩٨.

30. Mr. Muita (Kenya) expressed alarm at the increase in the number of refugees and displaced persons in Africa and said that African Governments and regional and subregional organizations must take decisive action to address the root causes of conflicts that led to the uprooting of populations.

Notes with great concern that, despite all the efforts made so far by the United Nations, the African Union and others, the situation of refugees and displaced persons in Africa remains precarious, and calls upon States and other parties to armed conflict to observe scrupulously the letter and spirit of international humanitarian law, bearing in mind that armed conflict is one of the principal causes of forced displacement in Africa;
