In Jerusalem, I attended two conferences: one on torture organized by the Public Committee Against Torture in Israel and Amnesty International; and the other on terrorism and human rights organized by the Minerva Center for Human Rights.

323. On 6 April, the Public Committee Against Torture petitioned the High Court of Justice to issue an interim injunction ordering a halt to the interrogation of a 24-year-old suspected Islamic Jihad activist who had tried to commit suicide while in solitary confinement at the Russian Compound in Jerusalem.
٣٢٣ - وفي ٦ نيسان/أبريل ١٩٩٧، رفعت اللجنة العامة لمناهضة التعذيب طلبا إلى المحكمة العليا لكي تصدر أمرا مؤقتا يقضي بوقف استجواب مشتبه في أنه من حركيي الجهاد اﻹسلامي عمره ٢٤ سنة حاول أن ينتحر وهو قيد الحبس الانفرادي في سجن المسكوبية في القدس.

486. On 24 July, the Public Committee Against Torture appealed to the High Court of Justice to ban the GSS from torturing a Palestinian Police colonel and three other Palestinian policemen who had been detained 10 days earlier on charges of planning to or carrying out attacks against settlements.
٤٨٦ - في ٢٥ تموز/يوليه، رفعت اللجنة العامة لمناهضة التعذيب استئنافا إلى محكمة العدل العليا لمنع جهاز اﻷمن العام من تعذيب عقيد في الشرطة الفلسطينية وثلاثة أفراد شرطة فلسطينيين آخرين احتجزوا قبل ١٠ أيام بتهمة التخطيط للقيام بهجمات ضد المستوطنات أو تنفيذ تلك الهجمات.

In H.C.J. 5100/94 the Public Committee Against Torture in Israel v. The State of Israel, the Supreme Court agreed that the " necessity defense " could arise in instances of " ticking bombs " but that this did not constitute a source of authority to utilize physical means.

596. On 5 April 1996, the Public Committee Against Torture in Israel appealed to the High Court of Justice on behalf of two security detainees from the Gaza Strip in order that it forbid the GSS from illegally subjecting them to physical and mental pressure.
٥٩٦ - في ٥ نيسان/أبريل ١٩٩٦، رفعت اللجنة العامة لمناهضة التعذيب في إسرائيل الى محكمة العدل العليا استئنافا بالنيابة عن اثنين من المحتجزين ﻷسباب أمنية وذلك لمنع جهاز اﻷمن العام من تعريضهما بصورة غير مشروعة للضغط البدني والعقلي.

65. On 7 December 1994, the Public Committee Against Torture in Israel obtained an injunction from the High Court of Justice giving the Government 60 days to explain why the GSS should be allowed to operate in the absence of any legal basis for its existence, since it had been set up by an administrative decision rather than by legislation.
٥٦ - في ٧ كانون اﻷول/ديسمبر ١٩٩٤، استصدرت اللجنة العامة لمناهضة التعذيب في اسرائيل من المحكمة العليا أمرا يمهل الحكومة ٦٠ يوما لدائرة اﻷمن العام بالعمل دون أي أساس قانوني لوجودها، لكونها أنشئت بأمر إداري وليس بقانون.

219. On 6 May, the Public Committee Against Torture (PCATI) petitioned the High Court of Justice to instruct GSS to allow its attorney to meet with Amin Ajbar, a Nablus resident arrested on suspicion of security offences.
٩١٢ - وفي ٦ أيار/ مايو، قدمت اللجنة العامة لمناهضة التعذيب التماسا إلى محكمة العدل العليا لكي تصدر تعليمات إلى قوة اﻷمن العام بالسماح لمحاميها بالالتقاء بأمين أجبر، وهو شخص مقيم في نابلس احتجز بتهمة ارتكابه جرائم مخلة باﻷمن.

281. On 30 March, the High Court of Justice rejected a petition by the Public Committee Against Torture in Israel calling for an inquiry into the alleged torture of a 38-year-old Palestinian detainee during his interrogation by GSS at the Russian Compound lock-up in Jerusalem.
٢٨١ - وفي ٣٠ آذار/ مارس، رفضت المحكمة العليا التماسا قدمته اللجنة العامة لمناهضة التعذيب في إسرائيل تطلب فيه إجراء تحقيق فيما يدعى من حدوث تعذيب المزعوم لمحتجز فلسطيني في الثامنة والثلاثين من العمر خلال استجوابه من طرف جهاز اﻷمن العام في سجن المجمع الروسي في القدس.

(b) " the Public Committee Against Torture in Israel " is an independent human rights organization, which monitors the implementation of High Court of Justice ruling regarding prohibition of the use of torture during interrogation in detention centers.

47. In December 2006, the Israeli High Court of Justice at last ruled on the lawfulness of targeted assassinations in the Public Committee Against Torture in Israel v. Government of Israel case (HCJ 769/02).
47- وفي كانون الأول/ديسمبر 2006، فصلت محكمة العدل العليا الإسرائيلية أخيراً بشأن مشروعية الاغتيالات المستهدِفة في القضية التي رفعتها اللجنة العامة لمناهضة التعذيب في إسرائيل ضد حكومـة إسرائيل (HCJ 769/02).

597. On 7 August, the Public Committee Against Torture in Israel filed a petition with the High Court of Justice on behalf of a 35-year-old Palestinian detainee demanding that the GSS interrogators be ordered not to abuse him either physically or mentally. (Jerusalem Post, 8 August)

116. On 25 August, it was reported that the Public Committee Against Torture in Israel, together with the Association of Physicians for Human Rights, had protested against the decision taken by the interministerial committee supervising the GSS to extend the special permit granted to GSS interrogators to use " exceptional methods " , including shaking, during the interrogation of suspects.
١١٦ - وفي ٢٥ آب/أغسطس، أفيد بأن اللجنة العامة لمناهضة التعذيب في إسرائيل ورابطة اﻷطباء لمناصرة حقوق اﻹنسان اعترضتا على القرار الذي اتخذته اللجنة الوزراية المشتركة المشرفة على جهاز اﻷمن العام بتمديد اﻹذن الخاص الممنوح للمستجوبين التابعين لهذا الجهاز باستخدام " أساليب استثنائية " ، بما في ذلك الهز العنيف، في أثناء استجواب المشبوهين.
