27. The equivalent of article 10 of the Optional Protocol, allowing each State party at the time of signature or ratification or accession to the Optional Protocol to declare that it does not recognize the competence of the Committee provided for in articles 8 and 9 and providing for the withdrawal of such a declaration, exists in article 28 of CAT.
٢٧ - وتتضمن المادة ٢٨ من اتفاقية مناهضة التعذيب أحكاما مماثلة ﻷحكام المادة ١٠ من البروتوكول الاختياري التي تتيح لكل دولة طرف، وقت توقيع البروتوكول أو التصديق عليه أو الانضمام إليه، أن تعلن أنها لا تعترف باختصاص اللجنة المنصوص عليه في المادتين ٨ و ٩، كما تنص على إمكانية سحب هذا اﻹعلان.

No information shall be received by the Committee if it concerns a State party which, in accordance with article 10, paragraph 1, of the Convention, declared at the time of signature or ratification of the Optional Protocol that it did not recognize the competence of the Committee provided for in articles 8 and 9.
394 - لا تقبل اللجنة أي معلومات إذا كانت تلك المعلومات تتعلق بدولة طرف أعلنت وفقا للفقرة 1 من المادة 10 من الاتفاقية، عند توقيعها للبروتوكول الاختياري أو تصديقها عليه، أنها لا تعترف باختصاص اللجنة المنصوص عليه في المادتين 8 و 9.
