42. From this year onward, more classes of the Lithuanian language in Lithuanian schools for national minorities will be allocated to developing skills in the State language.
42- وبدءاً من هذا العام سيتم تخصيص ساعات إضافية خلال حصة تدريس اللغة الليتوانية في المدارس المخصصة للأقليات القومية لتطوير مهارات اللغة الليتوانية.

Graduates of national minority schools who will take the examination on the Lithuanian language and literature during the transitional period will be entitled to various examination allowances and exemptions, such as longer duration of the examination, the possibility to use dictionaries and less strict assessment criteria.
وسوف يستفيد خريجو مدارس الأقليات القومية الذين يخوضون امتحان اللغة الليتوانية وآدابها خلال الفترة الانتقالية، من تنازلات وإعفاءات شتى من قبيل تمديد مدة الامتحان وإمكانية استخدام القواميس واعتماد معايير أقل صرامة في التقييم.

The Committee notes that the new Law on Citizenship is more restrictive and requires the applicants to pass tests on the Lithuanian language and the provisions of the Constitution, which may exclude from citizenship persons belonging to certain minorities.
170- وتشير اللجنة إلى أن قانون المواطنة الجديد قانون يغلب عليه طابع التقييد ويستوجب على طالبي الجنسية الخضوع لاختبارات بشأن اللغة الليتوانية وأحكام الدستور، مما قد يحرم الأشخاص المنتمين إلى بعض الأقليات من الجنسية.

45. The provisions of article 14 of the Constitution of the Republic of Lithuania enshrine the Lithuanian language as the State language (using Lithuanian in public life is an absolute requirement, whereas in private life persons belonging to a national minority may use, whether orally or in writing, any language that they find acceptable).
45- وكرست أحكام المادة 14 من دستور الجمهورية اللغة الليتوانية لغة رسمية للدولة (يعتبر استخدام اللغة الليتوانية في الحياة العامة شرطاً مطلقاً، أما في المجالات الخاصة فيُسمح للأشخاص الذين ينتمون إلى إحدى الأقليات القومية باستخدام أي لغة يختارونها شفهياً أو خطياً).

The non-State Vilniaus TV company prepared a project aiming at the improvement of the Lithuanian language skills by ethnic minorities called " Mokomės Kalbėti Lietuviškai " (Learning to Speak Lithuanian), and the information programme cycles Nedelia in Russian and Radio Café in Polish.

The Committee recommends that the Istanbul Protocol (Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment) become an integral part of the training provided to physicians and that the Manual is translated into the Lithuanian language.
وتوصي اللجنة بأن يشكل بروتوكول اسطنبول (دليل التقصي والتوثيق الفعّالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة) جزءاً لا يتجزأ من التدريب المقدم إلى الأطباء وأن يترجم الدليل إلى اللغة الليتوانية.

(c) To disseminate information on international humanitarian law within the militaries and the public by initiating translations of international humanitarian law documents into the Lithuanian language and publishing them or placing onto the Internet homepage of the Ministry of National Defence;

An official translation into Lithuanian of the Optional Protocol has been distributed through gender equality electronic network covering women NGOs, all structures of the institutional gender equality mechanism, women politicians, women scientists, women centres of trade unions as well as other interested parties of equal opportunities.
وقد وزعت ترجمة رسمية للبروتوكول الإضافي إلى اللغة الليتوانية من خلال الشبكة الإلكترونية للمساواة بين الجنسين التي غطت المنظمات غير الحكومية، وجميع أجهزة الآليات المؤسساتية للمساواة بين الجنسين، والنساء السياسيات، والنساء العالمات، والمراكز النسائية لنقابات العمال، وكذلك الأطراف الأخرى المعنية بتكافؤ الفرص.

At present, the model of education of national minorities has been reoriented towards a modern education model that meets the European Union standards, and seeks to provide equal opportunities for access to education at all levels for persons belonging to national minorities, including the introduction of a uniform Lithuanian State language examination standard to all educational institutions operating in Lithuania.
