فالاكتئاب والانتحار يحدثان نتيجة لحالات حمل غير متوقعة أو كرد فعل ممن يفتقرن إلى سبل الحصول على خدمات الإجهاض المأمون والقانوني أو الوسائل العاجلة لمنع الحمل أو خدمات الصحة الاجتماعية والنفسية، أو ممن لديهن فرص محدودة للاستفادة من هذه الخدمات.

It is also vital that the existing commitment to provide access to safe and legal abortion is included in the outcomes and recommendations of the International Conference on Population and Development and the Millennium Development Goals review processes, which will inform the development of the sustainable development goals and the post-2015 development agenda.
ومن الأمور الحيوية أيضاً إدراج الالتزام الحالي بإتاحة الحصول على الإجهاض المأمون والقانوني في نتائج وتوصيات المؤتمر الدولي للسكان والتنمية وعمليات استعراض الأهداف الإنمائية للألفية، والتي ستفيد في وضع أهداف التنمية المستدامة وخطة التنمية لما بعد عام 2015.

In the light of the urgency of addressing denial of access to safe and legal abortion as a human rights violation, and with reference to the process of evaluating the challenges and achievements in the implementation of the Millennium Development Goals for women and girls, we recommend the following.
وعلى ضوء الأهمية الملحة لمواجهة منع الحصول على الإجهاض المأمون والقانوني باعتباره انتهاكاً لحقوق الإنسان، ومع الإشارة إلى عملية تقييم التحديات والإنجازات في تنفيذ الأهداف الإنمائية للألفية بالنسبة للنساء والفتيات، فإننا نوصي بما يلي:

The Commission should recommend the inclusion of access to safe and legal abortion as a human right in the revision of the Millennium Development Goals and emphasize the necessity of including sexual and reproductive health and rights as the core principle of the new development agenda.
وينبغي أن توصي اللجنة بإدراج الحصول على الإجهاض المأمون والقانوني باعتباره أحد حقوق الإنسان عند مراجعة الأهداف الإنمائية للألفية، وأن تؤكد ضرورة إدراج الصحة والحقوق الجنسية والإنجابية باعتبارها مبدأً أساسياً من مبادئ خطة التنمية الجديدة.

The Office of the United Nations High Commissioner for Human Rights has issued guidance for Member States and other stakeholders on the application of this approach to maternal mortality and morbidity, which should be applied to all areas of sexual and reproductive health and rights, such as access to safe and legal abortion.
وقد أصدرت مفوضية الأمم المتحدة لحقوق الإنسان توجيهاً للدول الأعضاء وأصحاب المصلحة الآخرين بشأن تطبيق هذا النهج على الوفيات النفاسية واعتلال الصحة، والذي ينبغي تطبيقه على جميع مجالات الصحة والحقوق الجنسية والإنجابية، مثل الحصول على الإجهاض المأمون والقانوني.

Because rates of morbidity and mortality from unsafe abortion are disproportionately high among poor and rural women, equitable access to family planning services and safe and legal abortion should be emphasized in all health policies and programmes.

(b) The resolution should recommend the inclusion of access to safe and legal abortion as a human right and emphasize the inclusion of sexual and reproductive health and rights as the core principles of the new development agenda;
