In fact, UNFPA was in the forefront in placing emphasis on training in all of its programmes of assistance and on building the capacity of training institutions in developing countries.

The present report, however, has focused on training institutions in the United Nations system and not on the internal staff training programmes of the organizations as a key component of human resources management or the training delivered by the organizations to their constituents as part of their technical cooperation programmes.
