Sixth, the United States signed an agreement on nuclear cooperation with Israel, whose nuclear arsenal presents the gravest danger to peace and stability in the Middle East, providing Israeli scientists access to United States nuclear facilities, thereby demonstrating its total disregard for its obligations under article I of the Treaty.
سادسا، وقعت الولايات المتحدة اتفاقا للتعاون النووي مع إسرائيل التي تمثل ترسانتها النووية أشد خطر على السلم والاستقرار في الشرق الأوسط، وأتاحت للعلماء الإسرائيليين إمكانية الوصول إلى المرافق النووية للولايات المتحدة، وبهذا أبدت تجاهلها التام لالتزاماتها بموجب المادة الأولى من المعاهدة.

Her delegation would find it unacceptable if nuclear non-proliferation under article I of the Treaty was pursued by nuclear-weapon States at the expense of the peaceful use of nuclear energy by compliant, non-nuclear-weapon States.

24. The Conference recalls the commitment of nuclear-weapon States in article I of the Treaty to not transfer to any recipient whatsoever nuclear weapons or other nuclear explosive devices or control over such weapons or explosive devices, directly or indirectly.
24 - ويشير المؤتمر إلى الالتزام المنوط بالدول الحائزة للأسلحة النووية بموجب المادة الأولى من المعاهدة بألا تحول إلى أية جهة متلقية أيا كانت الأسلحة النووية أو الأجهزة المتفجرة النووية الأخرى، أو الرقابة على تلك الأسلحة أو الأجهزة المتفجرة، بطريقة مباشرة أو غير مباشرة.

(b) article I of the Treaty and its implementation by the nuclear-weapon States should be strengthened by establishing a verification mechanism similar to the one under article III of the Treaty;
(ب) ينبغي تعزيز المادة الأولى من المعاهدة وتعزيز تنفيذها من قِبل الدول الحائزة للأسلحة النووية عن طريق إنشاء آلية للتحقق تماثل تلك الواردة في إطار المادة الثالثة من المعاهدة؛

(b) article I of the Treaty and its implementation by the nuclear-weapon States should be strengthened by establishing a verification mechanism similar to the one under article III of the Treaty;
(ب) ينبغي تعزيز المادة الأولى من المعاهدة وتعزيز تنفيذها من قبل الدول الحائزة للأسلحة النووية عن طريق إنشاء آلية للتحقق تماثل تلك الواردة في إطار المادة الثالثة من المعاهدة؛

Furthermore, by continuing the deployment of hundreds of nuclear weapons in other countries and training the air forces of those countries to deliver those weapons in the framework of military alliances, the United States is still in violation of its obligations under article I of the Treaty, which stipulates that " Each nuclear-weapon State Party to the Treaty undertakes not to transfer to any recipient whatsoever nuclear weapons ... " .
وعلاوة على هذا فإن الولايات المتحدة بمواصلتها وزع مئات الأسلحة النووية في بلدان أخرى وتدريب القوات الجوية لتلك البلدان على استخدامها في إطار التحالفات العسكرية إنما تنتهك ما عليها من التزامات بموجب المادة الأولى من المعاهدة وهي المادة التي تنص على أنه " تتعهد كل دولة من الدول الحائزة للأسلحة النووية تكون طرفا في هذه المعاهدة بعدم نقلها إلى أي مكان ... " .
