Developing countries should bear in mind that Article XIX of the GATS enables developing countries to seek commitments in the construction services sector, without symmetrical opening of their own country markets, as they are permitted to open fewer sectors and may offer reciprocal commitments or concessions in other sectors.

In Doha, the Ministers recognized the work already undertaken in the negotiations, initiated in January 2000 under Article XIX of the General Agreement on Trade in Services (GATS), and the large number of proposals submitted by members concerning a wide range of sectors and several horizontal issues, as well as concerning the movement of natural persons.
17- نوَّه الوزراء في مؤتمر الدوحة بالعمل الذي تم الاضطلاع به في المفاوضات التي بدأت في كانون الثاني/يناير 2000 في إطار المادة التاسعة عشرة من الاتفاق العام بشأن التجارة في الخدمات، وبوفرة الاقتراحات التي قدمها الأعضاء فيما يخص مجموعة واسعة من القطاعات وعدة قضايا أفقية، إضافة إلى تلك التي تتعلق بحركة تنقل الأشخاص الطبيعيين.

78. All services sectors play a role in a country's development, and Governments should give due priority to services policies and national strategies, as well as to the principle of progressive liberalization, with due respect for national policy objectives and the level of development of individual countries, as provided under Article XIX of the General Agreement on Trade in Services (GATS).
78- ولجميع قطاعات الخدمات دور في تنمية البلد، وينبغي للحكومات أن تولي الأولوية الواجبة للسياسات والاستراتيجيات الوطنية في مجال الخدمات، وكذلك لمبدأ التحرير التدريجي، مع المراعاة الواجبة لأهداف السياسة الوطنية ولمستوى التنمية التي بلغها كل بلد من البلدان، حسبما تنص عليه المادة التاسعة عشرة من الاتفاق العام بشأن التجارة في الخدمات.
